DECENTRALIZATION IN COASTAL MANAGEMENT: THE MUNICIPALIZATION OF BEACH MANAGEMENT IN CEARÁ STATE (NE BRAZIL)

Resumo: Abstract: The Brazilian public management model brings the perspective of distribution of competences, among the federation, states and municipalities. This administration structure aims to grant greater administrative autonomy to other scales, especially municipal management, with a view to democratizing citizen participation and promoting greater effectiveness of actions. Therefore, within the scope of coastal management, a series of strategies proposed in recent decades have adopted this perspective, the most recent of which is the proposal to transfer beach management, which aims to fill in the gaps that are still an obstacle to municipal autonomy. Thus, the objective of this research is to evaluate the municipal autonomy in the execution of coastal management strategies in the state of Ceará, focusing on the process of municipalization of beach management. To this end, the bibliographic review was used as a methodology, to contextualize the theme, the application of a questionnaire as a data collection instrument, aiming to obtain an overview of municipal autonomy in the performance of coastal management and documentary research in the digital archives of the SGCPU (formerly the Union's Heritage Department), aimed specifically at analysing the situation of the transfer of beach management in coastal municipalities in Ceará. It was found that, in the context of coastal management, there is a decentralization focused on the municipality, but not preceded by financial autonomy, which directly affects its administrative autonomy. In turn, the transfer of beach management, which works with a view to filling this gap, proves to be a promising strategy, although the real implications (positive or negative) are scarcely tangible, considering that these are the initial years of implementation of the proposal. Esta estructura de administración pretende otorgar mayor autonomía administrativa a otras escalas, especialmente a la gestión municipal, para democratizar la participación ciudadana y promover una mayor efectividad de las acciones. Por tanto, en el ámbito de la gestión del litoral, una serie de estrategias propuestas en las últimas décadas han adoptado esta perspectiva, siendo la más reciente la propuesta de transferencia de la gestión de las playas, que pretende suplir los vacíos que aún obstaculizan la autonomía municipal. Así, el objetivo de esta investigación es evaluar la autonomía municipal en la ejecución de estrategias de gestión costera en el estado de Ceará, con foco en el proceso de municipalización de la gestión de las playas. Para ello, se utilizó como metodología la revisión bibliográfica, para contextualizar el tema, la aplicación de un cuestionario como instrumento de recolección de datos, con el objetivo de obtener un panorama de la autonomía municipal en el desempeño de la gestión costera y la investigación documental en los archivos digitales de la SGCPU (antes Secretaría de Patrimonio de la Unión), destinada específicamente a analizar la situación de la transferencia de la gestión de las playas en los municipios costeros de Ceará. Se encontró que, en el contexto de la gestión costera, existe una descentralización centrada en el municipio, pero no precedida de autonomía financiera, lo que afecta directamente su autonomía administrativa. A su vez, la transferencia de la gestión de las playas, que trabaja con la intención de llenar este vacío, se muestra como una estrategia prometedora, aunque las implicaciones reales (positivas o negativas) son apenas tangibles, considerando que estos son los años iniciales de implementación de la propuesta. Palabras clave: Descentralización del poder público. autonomía municipal. manejo costero. gestión de playas.Diante do processo de descentralização por qual passa o poder institucional brasileiro, a proposta de municipalização da gestão de praias é uma estratégia da Secretaria de Patrimônio da União (SPU) que visa preencher as lacunas que ainda são um entrave à autonomia municipal na gestão das problemáticas que afetam a orla em trechos urbanizados. O objetivo desta pesquisa consiste em avaliar o nível de autonomia municipal na execução de estratégias de gestão costeira nos municípios genuinamente litorâneos do Ceará, tendo como foco o processo de municipalização na gestão das praias. Para este fim, uma Survey (questionário eletrônico) foi o instrumento adotado na coleta de dados, sendo encaminhada para todos os 20 municípios costeiros do Ceará, para serem respondidas pelos gestores da pasta municipal de meio ambiente. Já na análise do processo de transferência de gestão foram utilizados dados secundários, disponibilizados pela própria SPU. O instrumento aplicado foi respondido por 17 municípios, correspondendo a 85%. O nível de competência para gerenciar, monitorar, fiscalizar só é executado em 54% dos municípios costeiros do Ceará, sendo que desses, apenas 17% conseguiram finalizar os seus PGIs. Até o mês de maio/20, o Ceará possui 7 municípios que tiveram suas solicitações aprovadas para gerir a própria orla.
