TRAJECTORY OF CREATING PROTECTED AREAS IN BRAZIL AND ARGENTINA: INTERLOCATIONS AND CHALLENGES

Resumo: This article presents a historical contextualization regarding the institution of protected areas in the two largest countries of South America. The approach taken as starting point is the creation of protected natural areas international context. In the sequence, the analysis of the main events and legal frameworks allows drawing a parallel, revealing the concepts that guide the creation of protected areas in Brazil and Argentina. Despite the different trajectory of discussion on the subject, the two countries show reduced representativeness of campestral ecosystems, such as the Pampa, a fact related to an international context that privileged the protection of forest formations. The panorama presented shows the need for approximation in order to contribute to the effective protection of natural heritage beyond national borders.

El enfoque tiene como punto de partida el contexto internacional de creación de áreas naturales protegidas. En la secuencia, el análisis de los principales eventos y marcos legales permite delinear un paralelo que revela las concepciones que guían la creación de áreas protegidas en Brasil y Argentina. A pesar de la distinta trayectoria de discusión sobre el tema, los dos países presentan una reducida representatividad de los ecosistemas de campos, como la Pampa, hecho relacionado con un contexto internacional que favoreció la protección de las formaciones forestales. El panorama presentado muestra la necesidad de aproximación a fin de contribuir a la protección efectiva del patrimonio natural más allá de las fronteras nacionales.O presente artigo apresenta uma contextualização histórica a respeito da instituição de áreas protegidas nos dois maiores países da América do Sul. A abordagem tem como ponto de partida o contexto internacional de criação das áreas naturais protegidas. Na sequência, a análise dos principais eventos e marcos legais permite traçar um paralelo revelando as concepções que norteiam a criação das áreas protegidas no Brasil e na Argentina. Apesar da distinta trajetória de discussão do tema, os dois países apresentam reduzida representatividade de ecossistemas campestres, a exemplo do Pampa, fato relacionado a um contexto internacional que privilegiou a proteção de formações florestais.
