The contribution of Brazilian environmental policy to the protection of urban conservation areas

Resumo: This paper investigates the role of the Brazilian environmental policy and, mainly, that of the National System of Conservation Units to sustainable development. The increase in the number of conservation units created in Brazil, especially after the 2000s, could be evidence of the importance given to the protection and conservation of the environment in the country. The Brazilian environmental policy identifies in the management plan an essential instrument for the management, consolidation, conservation, and development of the conservation unit (UC). However, through the documentary research carried out, the absence of management plans was found in most conservation units. Also, there are poorly prepared or outdated management plans that fail to fulfill their role. In brief, these results show how Brazilian legislation offers instruments for good governance, promoting the sustainable development of UCs. But the legislation lacks effectiveness given the absence of systematic monitoring of the implementation and evaluation of the management of UCs.

El aumento en el número de unidades de conservación creadas en Brasil, especialmente después de la década de 2000, podría ser una evidencia de la importancia que se le da a la protección y conservación del medio ambiente en el país. La política ambiental brasileña identifica en el plan de manejo un instrumento esencial para el manejo, consolidación, conservación y desarrollo de la unidad de conservación (UC). Sin embargo, a través de la investigación documental realizada, se encontró la ausencia de planes de manejo en la mayoría de las unidades de conservación. Además, existen planes de manejo mal elaborados o desactualizados que no cumplen con su función. En resumen, estos resultados muestran cómo la legislación brasileña ofrece instrumentos para la buena gobernanza, promoviendo el desarrollo sostenible de las UC. Pero la legislación carece de efectividad dada la ausencia de un seguimiento sistemático de la implementación y evaluación de la gestión de las UC.Neste artigo é analisado o papel da política ambiental brasileira, em geral, e do Sistema Nacional de Unidades de Conservação, em particular, com relação à sua contribuição ao desenvolvimento sustentável. O aumento das unidades de conservação criadas no Brasil, especialmente a partir dos anos 2000, poderia ser evidência da importância dada à proteção e conservação do meio ambiente no país. A política ambiental brasileira identifica no plano de manejo um instrumento essencial para a gestão, consolidação, conservação e desenvolvimento da unidade de conservação (UC). Porém através da pesquisa documental realizada foi constatada a ausência de planos de manejo na maioria das unidades de conservação. Além disso, há planos de manejo mal elaborados ou desatualizados que deixam de cumprir seu papel. Em síntese, estes resultados mostram como a legislação brasileira oferece instrumentos para uma boa governança, promotora do desenvolvimento sustentável das UCs.
