THE NATIONAL RURAL HOUSING PROGRAM (PNHR): BRAZIL’S HOUSING POLICY FRONTIER

Resumo: | The program known as Minha Casa, Minha Vida (MCMV) embodied the Brazilian housing policy in the last decade, by profoundly transforming urban space. However, the MCMV also impacted rural land through the National Rural Housing Program (PNHR) which, oddly as it may seem when compared with the other modes of the program, had been left out of theorizations, at least as regards Geography. Having realized this, we present a brief description of the PNHR in the first part of the article. To show that its role was not residual, either in quantity or quality, we display throughout the article a set of data, maps, and a small collection of photographs of the PNHR in different locations (between 2009 and 2020). This reveals an important force field of non-hegemonic agents that have led the housing production in rural areas. In the second part of the article, there is the challenge of including the mentioned policy in the theoretical debate, by questioning whether the PNHR marks a new space frontier as the march of extensive urbanization moves forward (LIMONAD, 2019; LIMONAD, 2020; LIMONAD & MONTE-MOR, 2020; MONTE-MOR, 2019; BRENNER, 2018) or strengthens a new rurality (FAVARETO, 2019). At any rate, what would be the PNHR’s place in the new Brazilian dynamics of territorial structuring and also territorial policy (BRANDÃO, 2019) demographically impacting preservation of traditional families and communities in the field? In the third and last part of the article, we point out a few questions as to the political concept of the PNHR, of implanting it in several territorialities, regardless of their local differences: homes for fishing families, maroon and indigenous communities, land reform settlements, extractive communities, squatters, and small farmers. Such beneficiaries cannot simply be labeled as a low income population. Since it exceeds the historically industrial and urban policy, contained by the city limits, the PNHR requires analytical instruments with transdisciplinary studies in Human Sciences and Applied Social Sciences, to set in motion multiple kinds of popular and traditional wisdom which reaffirms the housing theme as a frontier of knowledge. |

El programa “Minha Casa, Minha Vida” (PMCMV) correspondió a una política de vivienda pública que cambió intensamente el espacio urbano en la última década en el Brasil. Sin embargo, esta también tuvo un gran impacto en el espacio rural con el Programa Nacional de Habitación Rural (PNHR), que, curiosamente, en comparación a las demás líneas de acción, fue dejado al margen en cuanto a las investigaciones y de la teoría por lo menos en el campo de la geografía. Partiendo de esta premisa, traemos en la primera parte de este artículo una breve caracterización del PNHR, con el fin de demostrar que su aplicación no fue residual tanto en lo cuantitativo como en lo cualitativo, al compartir un conjunto de datos, mapas y fotografías tomadas entre los años 2000 y 2020, que revelan cómo la fuerza de agentes no hegemónicos condujeron a la producción de vivienda en el ámbito rural. En la segunda parte de este artículo, se plantea un desafío al situar la política pública en el debate teórico, al cuestionar si el PNHR demarca una nueva frontera espacial en la marcha de la urbanización extensiva (LIMONAD, 2019; LIMONAD, 2020; LIMONAD & MONTE-MOR, 2020; MONTE-MOR, 2019, BRENNER, 2018), o se refuerza una nueva ruralidad (FAVARETO, 2019). Lo anterior plantea, en todo caso, la pregunta sobre cuál sería el lugar del PNHR en la nueva dinámica de estructuración territorial brasileña, y cómo la política territorial (BRANDÃO, 2019) ha impactado demograficamente la manutención de familias y comunidades tradicionales en el campo. En la tercera y última parte del artículo, señalamos algunos cuestionamientos realizados a la concepción del PNHR en relación a las viviendas por parte de diversas territorialidades de familias pescadoras, quilombolas, indígenas, colonos de la reforma agraria, comunidades extractivas, poseedores y pequeños agricultores. Estos beneficiarios mencionados simplemente no pueden ser encuadrados apenas bajo el título personas de bajos ingresos, en cuanto a que la expansión de una política de vivienda históricamente centrada en lo urbano, limitada al perímetro de las ciudades, con la aplicación del PNHR, necesita de unas herramientas analíticas en estudios transdisciplinares en ciencia humanas, ciencias sociales aplicadas, que movilicen saberes populares y tradicionales que reafirman la temática de la vivienda como el de un conocimiento frontera.O Programa Minha Casa, Minha Vida (PMCMV) correspondeu à política habitacional brasileira da última década remodelando intensivamente o espaço urbano. Contudo, o PMCMV também impactou o espaço rural com o Programa Nacional de Habitação Rural (PNHR), que curiosamente, em comparação às demais modalidades do Programa, fora deixado à margem de teorizações, ao menos na Geografia. Partindo dessa constatação, trazemos na primeira parte do artigo uma breve caracterização do PNHR. Com o intuito de demonstrar que sua expressão não foi residual, nem do ponto de vista quantitativo, nem qualitativo, exibimos ao longo do artigo um conjunto de dados, mapas e um pequeno acervo de fotos do PNHR em distintas localidades (entre 2009 e 2020) revelando um importante campo de forças de agentes não hegemônicos que conduziram a produção habitacional no meio rural. Na segunda parte do artigo, há um desafio em situar a política em tela no debate teórico, questionando se o PNHR demarca uma nova fronteira espacial na marcha da urbanização extensiva (LIMONAD, 2019; LIMONAD, 2020; LIMONAD & MONTE-MOR, 2020; MONTE-MOR, 2019, BRENNER, 2018), ou se reforça uma nova ruralidade (FAVARETO, 2019). De toda forma, qual seria o lugar do PNHR na nova dinâmica de estruturação territorial brasileira e como política territorial (BRANDÃO, 2019), impactando demograficamente a manutenção de famílias e comunidades tradicionais no campo? Na terceira e última parte do artigo, pontuamos algumas questões quanto à concepção da política do PNHR ter sido rebatida em diversas territorialidades: foram casas para famílias de pescadores, quilombolas, indígenas, assentados da Reforma Agrária, comunidades extrativistas, posseiros e pequenos agricultores. Tais beneficiários não podem ser enquadrados apenas sob o rótulo de baixa renda. Na medida que extrapola a política habitacional historicamente setorial e urbana, restrita ao perímetro da cidade, o PNHR exige um instrumental analítico em estudos transdisciplinares das Ciências Humanas, Ciências Sociais Aplicadas, mobilizando diversos saberes populares e tradicionais que reafirmam o tema da habitação como um conhecimento de fronteira.
