A construção da representação da sociedade civil nos conselhos gestores de políticas públicas: o caso do Conselho Municipal de Assistência Social do Rio de Janeiro

During the brazillian redemocratization scene, in the end of the 70´s, the so called civil society gained visibility among academy and politics, while its participation in the national cenarium increased. The will to find politic participation manners different from the represetative model and limits, with more participants from the civil society and its democratic councils, made new democratic proposals possible, like the participative and the deliberative. This situation contributed to the emerging of new places for political deliberation like the political administration councils in which civil society took part from the beggining of its creation until the fiscal activities, taking on a new character in the representative scene. Dealing with all the theory build to justify and legitimate the representation of the political parties and politicians, having the vote as an authorization instrument, the role of these organizations requests a new concept of representation based upon other values as the dinamicity of the new relationship stablished between them. This thesis will verify two types of representation bornt in the Municipal Council of Social Assistence of Rio de Janeiro (MCSA-RJ), the one between the entities participants in the Council and the other organizations that take part in the SAMC-RJ which will be the external representation -, and the relation between each entity and its representative in the Council internal representation. In concern with the external representation, it was observed that the entities recognize and try to maintain a good conexion with its representative, giving attention to its actions in the Council, through what it assures the role of its polítical representative. In the internal representation, it was observed that there is a strong action of the organizations in the projects and plans of the MCSA-RJ. Nevertheless, in both cases it is remarkable the independence and autonomy of each representative with its representators.
