Resumo: | The purpose of this work was developed a DEA (Data Envelopment Analysis) model to estimate determine the efficiency of Brazilian harbors, with the purpose by using of DEA to check the potential of the ANTAQ (Agência Nacional de Transportes Aquaviários) informations, because they have a little research in this subject. With the ANTAQ data about Brazilian harbors we developed three DEA models: the first model was called Physical Model, used one input (the total extension of pier in meters) and two outputs (the total movement of ships and then total capacity of ship load in ton), between 2002 and 2004, considering 31 harbors in a total of 93 DMU s. The second model, called Financial, considering data related to 5 harbors in different periods, in a total of 17 DMU s. For this model, were considered as input the total of money invested in R$ and as output we used the total and liquid incomes, both in R$. In the third model, called Physical-Financial, we mixture the previous models and used data related to 5 harbors in different periods, in a total of 17 DMU s, similar to Financial model. We used as input 2 variables (the total extension of pier in meters and the total of money invested in R$) and as output 4 variables (the total movement of ships, the total capacity of ship load in ton, the total and liquid incomes, both in R$). For all models, we used DEA BCC model for output orientation and SIAD software (Sistema Integrado de Apoio a Decisão). The most important results showed that Areia Branca harbor, expert in salt transportation was the most efficient. For the Physical-Financial model, Belém 1999 e 2001 were considered the most efficient. The Santos harbor, the most important harbor in South America, showed no-conclusive results that denote the models were not more adequate to determine efficiency. |

The Santos harbor, the most important harbor in South America, showed no-conclusive results that denote the models were not more adequate to determine efficiency.O trabalho em questão teve como principal objetivo desenvolver e verificar a aplicabilidade de um modelo de Análise Envoltória de Dados (DEA) na avaliação da eficiência de portos e terminais brasileiros, pretendendo-se assim através do uso do modelo proposto verificar o potencial dos dados produzidos pela ANTAQ, sendo dessa forma um uma referência neste tipo de abordagem, uma vez que são muito poucos os trabalhos desenvolvidos com este tema. Baseado nos dados da ANTAQ, Agência Nacional de Transportes Aquaviários, foram desenvolvidos três modelos DEA: o primeiro, chamado de modelo físico, utilizou 01 (um) input (extensão total de cais aportável em metros) e 02 (dois) outputs (movimentação total de embarcações e movimentação total de cargas em toneladas) para o período entre 2002 e 2004, considerando um total de 31 (trinta e um) portos e terminais brasileiros, obtendo um total de 93 (noventa e três) DMU s. O segundo modelo, chamado financeiro, considerou os dados relativos a cinco portos, em diferentes períodos de tempo, perfazendo um total de 17 (dezessete) DMU s. Para este modelo foram considerados como input a aplicação total de recursos em R$ e como outputs as receitas operacionais bruta e líquida, também em R$. O terceiro modelo, chamado físicofinanceiro, foi uma mescla dos dois primeiros e utilizou os dados relativos a 05 (cinco) portos em diferentes períodos, com um total de 17 (dezessete) DMU s, tal qual o modelo financeiro. Foram utilizados dois inputs (extensão total de cais aportável em metros e aplicação total de recursos em R$) e quatro outputs (movimentação total de embarcações, movimentação total de cargas em toneladas, receitas operacionais bruta e líquida em R$). Para os três modelos estudados, escolheu-se o modelo DEA BCC com orientação ao output e utilizou-se o software SIAD (Sistema Integrado de Apoio a Decisão). Os principais resultados obtidos mostraram que o terminal salineiro de Areia Branca, especialista no transporte de sal marinho foi o mais eficiente dentre todos os portos. Para o modelo físicofinanceiro, Belém 1999 e 2001 foi considerado o mais eficiente.
