The management of the health system and the formation of the nurse

Resumo: | The management model of the current health system meets in a phase of transformation. The contribution of the nurses in the implantation and development of health politics for the adequate practice of the public health system has been valued. The main objective of the present study is analyze the contributions of the nurse’s academic formation for the management of the health system. A literature review was performed during the period of January of 1993 to October of 2007, using databases LILACS, SciELO and BDENF. The authors searched in articles the ways of performance of the nurse in the different fields of the management of the health system, identifying intervening factors in the management process and aspects related to its formation. The results obtained during the bibliography searched two categories: performance of the nurse as a manager and the academic formation of the nurse for management of health systems. The present study suggest that the inadequate academic formation concerning the reality of the country’s system health can explain the unprepared of the health teams to assume the management of the health system. Finally, we propose that the critical orientation in the formation of the nurse in the last years favors his performance in the management of the health systems.Key words: Nursing; Management in health; System of Health; Education. |

La contribución de las enfermeras en la implantación y desarrollo de la política de la salud para la práctica adecuada del sistema de la salud pública se ha valorado. Este estudio tiene como objetivo analiza las contribuciones de la formación académica de la enfermera para la gerencia del sistema de la salud. Una revisión de la literatura fue realizada durante el período de enero de 1993 a octubre de 2007, usando de las bases de datos, LILACS, SciELO y BDENF. Los autores buscaron en artículos las maneras del funcionamiento de la enfermera en los diversos campos de la gerencia del sistema de la salud, identificando factores que intervenían en el proceso y los aspectos de la gerencia relacionados con su formación. Los resultados obtenidos durante la bibliografía buscaron dos categorías: funcionamiento de la enfermera como encargado y la formación académica de la enfermera para la gerencia de los sistemas de la salud. El actual estudio sugiere que la formación académica inadecuada referente a la realidad de la salud del sistema del país pueda explicar el sin preparación de los equipos de la salud para asumir la gerencia del sistema de la salud. Finalmente, proponemos que la orientación crítica en la formación de la enfermera en los años del último favorece su funcionamiento en la gerencia de los sistemas de la salud.Palabras clave: Oficio de enfermera; Gerencia en salud; Sistema de Salud; Enseñanza.O modelo de gestão de sistema de saúde atual encontra-se numa fase de transformação, sendo valorizada a contribuição dos enfermeiros para implantar, manter e desenvolver políticas de saúde para o adequado funcionamento do Sistema Único de Saúde. Este estudo tem como objetivo analisar as contribuições da formação do enfermeiro para a gestão do sistema de saúde. Foi efetuada uma revisão de literatura, no período de janeiro de 1993 a outubro de 2007, nas bases de dados LILACS, SciELO e BDENF, buscou-se nos artigos os modos de atuação do enfermeiro nos diferentes campos da gestão do sistema de saúde, identificando fatores intervenientes no processo de gestão e aspectos relacionados à sua formação. Os resultados obtidos foram organizados em duas categorias: desempenho do papel de gestor pelo enfermeiro e a formação do enfermeiro para gestão de sistemas de saúde.
