REFLECTIONS ABOUT NURSES WORK IN PUBLIC HEALTH

Resumo: This research is a part of CIPESC (Classification of Nursing Practice in Public Health) project, with national coordination by ABEn (Brazilian Nursing Association) witch purpose was to elaborate an inventory of activities developed by Public Health Nurses. It sough to analyze the contribution of the nurses in public health in the South Sanitary District in the city of Goiânia (GO – Brazil), and to identify the meaning of nurses work contribution at Public Health Services, by users and managers. The study was developed by a descriptive-analytical investigation in a qualitative approach. The subjects were managers and users of the Public Health System. Data was collected by individual semi-structured interview directed to the managers and controlling and the Technique of Focal Group. The results had been grouped in three categories: "Performance of the professional", "Education Perspective of Nurses Work”, and "Health-care attendance". As conclusion was found that the nurses give great contribution in the implantation and maintenance of the health politics; that it has concern with the professional formation, that many times is responsible for the incompatibility between the service and the expected potential; it is stand out performance of the nurse as health education professional in the inserted activities in the public health, being intense its contact with the community.

RESUMEN: El desarrollo de este estudio permitió el reconocimiento de las prácticas de enfermería y su relación con las demás existentes en la producción de servicios del sector de la salud. Sus objetivos fueron analizar la contribución del enfermero en la salud colectiva en el Distrito Sanitario Sur en el municipio de Goiania e identificar las percepciones de los gerentes, usuarios y gestores de salud sobre la contribución del trabajo del enfermero en unidades del Distrito Sanitario Sur de Goiania. Estudio descriptivo-analítico con abordaje de calidad, cuya población se constituye de gestores, gerentes y usuarios del sistema de salud. Para la colecta de datos fue utilizada la Grupo Focal aplicada entre los usuarios. Los resultados fueron agrupados en tres categorías, “Actuación del profesional”, “El Enfermero como concientizador” e “Prestador indiferenciado de cuidados”. Se concluye que el enfermero ofrece gran contribución en la implantación y mantenimiento de las políticas de salud; que existen contradicciones cuanto a la dinámica del trabajo desarrollado por la categoría y, a pesar que el campo de actuación del enfermero esté ampliándose en Salud Publica, este echo no es suficiente para modificar la percepción de los usuarios sobre su trabajo. TERMINOS CLABES: Salud Pública; Enfermería; Enfermería de Salud Pública.Esta pesquisa teve sua origem em um projeto mais amplo denominado CIPESC (Classificação das Práticas de Enfermagem em Saúde Coletiva) da ABEn (Associação Brasileira de Enfermagem) com a finalidade de elaborar um inventário de atividades desenvolvidas pelos profissionais de enfermagem. Seus objetivos foram analisar a contribuição do enfermeiro em saúde coletiva no Distrito Sanitário Sul no município de Goiânia e identificar as percepções dos gerentes, usuários e gestores de saúde sobre a contribuição do trabalho do enfermeiro em unidades do Distrito Sanitário Sul de Goiânia. Foi realizado um estudo do tipo descritivo-analítico com abordagem qualitativa, cuja população constituiu-se de gestores, gerentes e usuários do sistema público de saúde. Para a coleta de dados utilizou-se a entrevista individual semi-estruturada dirigida aos gestores e gerentes e a Técnica de Grupo Focal entre os usuários. Os resultados foram agrupados em três categorias: “Atuação do profissional”, “O enfermeiro como conscientizador”, e “Prestador indiferenciado de cuidados”.
