Resumo: This paper presents the cases of children with disabilities based on publications of the United Nations Children's Fund in Brazil from the 1990s to the present day. We analyzed the handicapped child from a bibliographical review comprehending the following historical moments: the 18th, 19th and 20th centuries. Michel Foucault’s historical genealogical perspective served as the reference for the development of this research. Thus, the general objective of this work was to analyze the UNICEF’s discourse, under the UN’s responsibility, especially regarding the justifications for the policies on inclusion of children with disabilities. In this sense, we outlined some axes of analysis as follows: 1) exploring the problematizations regarding the UNICEF; 2) investigating the theories that base their discourses on the disabled children; 3) investigating the recommended practices for the inclusion of children with disabilities in Brazil. In order to do so, we traced some historical moments of Brazil's disabled childhood and its relation to pedagogy, medicine, and psychiatry’s practices and expertise related to children's bodies in the sense of handicapped. As result, we bring up the psy-function which lays in these discourses and it’s a result from the relationship between psychiatry and the family. It’s important to notice that psychiatry works as a disciplinary technique, which aims to correct individuals who escape the established norms.

Fizemos, portanto, análises sobre a criança deficiente, a partir de uma revisão bibliográfica, com recortes históricos nos séculos XVIII, XIX e XX. Tivemos como referencial para o desenvolvimento dessa pesquisa a perspectiva histórica genealógica de Michel Foucault. Sendo assim, o objetivo geral deste trabalho foi o de realizar uma análise do discurso produzido pelo UNICEF, organismo ligado a Organização das Nações Unidas, principalmente no que se refere às justificativas de práticas de inclusão voltadas para a infância considerada deficiente. Neste sentido, traçamos alguns eixos de análise, entre eles: 1) investigar quais foram as problematizações investigadas a respeito do UNICEF; 2) investigar quais são as teorias científicas que fundamentam os discursos a respeito das crianças com deficiências; 3) investigar as práticas recomendadas para a inclusão das crianças com deficiências no Brasil. Para tanto, realizamos alguns recortes históricos da infância deficiente no Brasil e sua relação com as práticas e saberes da pedagogia, da medicina, da psiquiatria sobre os corpos infantis considerados deficientes.
