Redes de transporte aéreo e escalas de (des)integração territorial em Goiás, Distrito Federal e Tocantins (1930 – 2020)

Resumo: | As most transportation networks in Brazil, the air modal has an unequal configuration by the continental size that the territory has. Regionally, Goiás, The Federal District and Tocantins are part of this totality in a process of incomplete air integration due to factors related to state policies and actions of economic agents. However, the development that occurred in this region we have named as Mid-North of Brazil for this sector has as main vectors the actions of the Brazilian State. This paper proposes to describe and analyze the trajectory of air transport in these federative units between the years 1930 to 2020, considering the context of the evolution of air transport in the world, the institutional organization and the actions of the State that enabled the new possibilities of connection and reduction of time to multiple locations. The work is organized into four sections: the first, discusses technical networks and circulation in articulation with air transport; the secondhighlights the conceptions about what it means to "fly" to humanity and the historicization of air transport worldwide and Brazil; the third discusses the Middle-North of Goiás and the relationship with the air modal and policies concerning; and the fourth, discusses the restructuring of the sector and analyzes the flow of passengers and goods in the federative units under study. The methodological procedures were based on: research and bibliographic review on technical networks, circulation, territorial formation of Goiás, Federal District, Tocantins and respective capitals, air transport and various legislation on the subject; collection and treatment of secondary data in databases such as IBGE (Brazilian Institute of Geography and Statistics) and ANAC (National Civil Aviation Agency); realization of thematic maps from the previous stage; and analysis that sought to evidence the existing relationships between air transport and the spatial and time clippings studied. By the division of the Territory of Brazil and consequent construction of novel places of power (Goiânia, Brasília and Palmas) there are infrastructure incentives to increase the flow of goods and people. New aviation-related landlines emerge alongside spaces hierarchized by industrial and agricultural production, new business command centers and service concentration and, recently, tourist regions. The technical aviation networks promote the movement of goods and people in localities of Goiás, The Federal District and Tocantins, which previously prioritized the Brazilian southeast and currently allows a global integration. Thus, we noticed the different integration scales over these 80 years of period. Therefore, the State was and continues to be the main actor of this process through (dis)nationalizations, concessions and legislations that serve certain private actors, which impact the project of management of the national territory and economic and infrastructure integration. |

Regionalmente, Goiás, Distrito Federal e Tocantins fazem parte dessa totalidade em um processo de integração aérea incompleta por fatores relacionados às políticas estatais e ações hegemônicas de grupos corporativos, motivo pelo qual o termo (des)integração territorial se apresenta como apropriado para representar a geografia do transporte aéreo no país ao longo dos últimos 90 anos. Diante disso, este trabalho teve como objetivo compreender o transporte aéreo como um dos meios de integração dessas unidades federativas entre os anos de 1930 e 2020, considerando o contexto da evolução do transporte aéreo no mundo, a organização institucional e as ações do Estado – bem como de corporações que viabilizaram as novas possibilidades de pontos de conexão e redução de tempo em múltiplas localidades. O trabalho organiza-se em quatro seções: na primeira, discutese as redes técnicas e a circulação em articulação com o transporte aéreo; na segunda, destaca-se as concepções sobre o que significa “voar” para a humanidade e uma historicização do transporte aéreo a nível mundial e nacional; na terceira, analisa-se o Meio-Norte do Brasil e a relação com o modal aéreo e políticas concernentes; e na quarta, discute-se as reestruturações do setor e analisa-se o fluxo de passageiros e mercadorias nas unidades federativas em estudo. Os procedimentos metodológicos basearam-se em pesquisa e revisão bibliográfica sobre redes técnicas, circulação, formação territorial de Goiás, Distrito Federal, Tocantins e respectivas capitais, transporte aéreo e diversas legislações sobre o tema; coleta e tratamento de dados secundários em bases como IBGE (Instituto Brasileiro de Geografia e Estatística) e ANAC (Agência Nacional de Aviação Civil); elaboração de mapas temáticos a partir da etapa anterior; e análise que buscou evidenciar as relações existentes entre o transporte aéreo e os recortes espaciais e temporais estudados. Pela divisão do território goiano e consequentes construções de novos locais de poder (Goiânia, Brasília e Palmas), há estímulos infraestruturais para o crescimento do fluxo de mercadorias e pessoas. Novos fixos relacionados à aviação emergem junto a espaços hierarquizados pela produção industrial e agropecuária, pelos novos centros de comando de empresas e de concentração de serviços e por, recentemente, regiões turísticas. As redes técnicas de aviação promovem a circulação de mercadorias e pessoas em localidades de Goiás, Distrito Federal e Tocantins, que antes priorizavam o Sudeste brasileiro e na atualidade permitem uma integração global. Notamos, assim, as diferentes escalas de (des)integração ao longo desses 90 anos de recorte temporal.
