Resumo: South American countries are at a crossroads: promote development, generate employment,eradicate poverty, create new opportunities for progress and improve people’s quality of life in a global context of growing inequality. Universities are the key to stimulating development strategies in bi-national and multi-national, regional-national and local areas of integration, as they have capacity for management and social intervention. However, in the majority of cases they are far removed from the systemic, structural and strategic necessities of the real world. This study presents a state of the situation and gives guidelines for an efficient link between the University and Development by presenting strategies and proposals for action.

This study presents a state of the situation and gives guidelines for an efficient link between the University and Development by presenting strategies and proposals for action.Argentina, como otros países sudamericanos, vive una encrucijada: promover el desarrollo, generar trabajo, erradicar la pobreza, crear nuevas oportunidades de progreso y, en general, mejorar la calidad de vida de sus ciudadanos. En un contexto mundial de crecientes asimetrías cuyo origen está en la profunda brecha tecnológica y en los niveles de ingresos, que separa a los segmentos del mundo central del resto de la periferia capitalista, es necesario encontrar las instancias e instrumentos que permitan reducir esas disparidades y promover el desarrollo integral. El país cuenta para ello con importantes capacidades; entre ellas, un número relevante de universidades, centros de investigación e instituciones descentralizadas del ámbito público. Paradojalmente, las universidades viven más bien alejadas del mundo real de las necesidades coyunturales, estructurales y estratégicas, para las cuales cuentan con importantes capacidades de intervención positiva. Actualmente se puede constatar la necesidad de iniciativas que impulsen la dinámica local teniendo como objetivo central el desarrollo. Pero, se ha identificado una fuerte carencia en aquellas instituciones que deben: a) definir una política estratégica de superación de la pobreza; b) estimular el desarrollo de iniciativas innovadoras; y c) asegurar la participación ciudadana. También hay insuficiencias en la identificación, evaluación, planificación y ejecución de proyectos concretos de gestión local, así como deficiencias en la articulación de redes de acción y en la promoción de los procesos de participación que inciden en el mejoramiento de la gestión pública del Estado a nivel local. El trabajo que sigue vincula a la Universidad con el desafío del Desarrollo.
