SCIENTIFIC COOPERATION IN THE GLOBAL SOUTH: TOWARDS AN ALTERNATIVE INTERNATIONALIZATION

This article aims to examine the specificities of scientific cooperation in the Global South, with a focus on Latin America and the Caribbean, Africa, and Arab States. The first section develops a theoretical discussion that contrasts the dominant concept of internationalization (Knight; De Wit) with recent critical studies in this field (Stein; Marginson; Teferra). It questions the applicability of the hegemonic conception of internationalization to the Global South and examines the unequal power relations and resource access disparities between countries and institutions. The second section, utilizing secondary statistical data and qualitative reports, provides a concise overview of the state of higher education and internationalization in these regions, highlighting key challenges. Finally, to illustrate alternatives models for a more autonomous and self-centered South-South internationalization, the article discusses the experience of the Knowledge Network on the Right to Education in the Global South (REGS), a cooperative initiative established among scientific associations in Latin America, Africa, and Arab States from 2021 to 2023.
