INSURGENCIES OF THE LGBT+ MOVEMENT: THE STATE'S RELATIONSHIP WITH PEOPLE OF RIGHTS

Resumo: This paper aims to understand the discursive designs of public policies won by the LGBT+ community and their impacts on the relation between the State and the subjects after the period of democratic reopening. It is based on a qualitative and analytical post-critical methodological perspective, which enhances the analysis of the production of effects of policies in the relation between the State and the subjects, in social contracts and subjectivities. Therefore, through a discursive cartography of public policies, the relevance of legislation in the construction of a "new society" is recognized, but as a dead letter it is not very effective. We will need to attack some of the cultural bases of a white and classist heterosystem, which insists on strengthening, with "new" clothes, technologies, and institutional tools, which reverberate in practices of domestication of bodies and which, consequently, perpetuate the normal of gender and sexuality. KEYWORDS: Public Politics; LGBT+ Movement; State; Democracy.Este trabajo se propone comprender los diseños discursivos de las políticas públicas ganadas por la comunidad LGBT+ y sus impactos en la relación entre el Estado y los/las sujetos tras el período de reapertura democrática. Se basa en una perspectiva metodológica cualitativa y analítica post-crítica, que potencia el análisis de la producción de efectos de las políticas en la relación entre el Estado y los sujetos, en los contratos sociales y en las subjetividades. Por ello, a través de una cartografía discursiva de las políticas públicas, se reconoce la relevancia de la legislación en la construcción de una "nueva sociedad", pero como letra muerta es poco efectiva. Habrá que atacar algunas de las bases culturales de un heterosistema blanco y clasista, que insiste en reforzar, con "nuevos" ropajes, tecnologías y herramientas institucionales, que reverberan en prácticas de domesticación de cuerpos y que, por tanto, perpetúan la normalidad del género y la sexualidad. PALABRAS CLAVE: Politica Publica; Movimiento LGBT+; Estado; Democracia.Este trabalho tem como objetivo compreender os desenhos discursivos de políticas públicas conquistadas pela comunidade LGBT+ e seus impactos na relação do Estado com as/os sujeitas/os pós-período de reabertura democrática. Embasa-se em uma perspectiva metodológica qualitativa e analítica pós-crítica, que potencializa a análise da produção de efeitos das políticas na relação do Estado com os sujeitos, nos contratos sociais e nas subjetividades. Destarte, mediante uma cartografia discursiva de políticas públicas, reconhece-se a relevância da legislação na construção de uma “nova sociedade”, mas esta, enquanto letra morta, torna-se pouco eficaz. Precisaremos atacar algumas das bases culturais de um heterocistema branco e classista, que insiste em fortalecer, com “novas” roupagens, tecnologias e ferramentas institucionais, as quais reverberam em práticas de domesticação de corpos e corpas e que, por conseguinte, perpetuam o normal de gênero e de sexualidade.
