THE RIGHT TO RURAL EDUCATION IN BASIC EDUCATION FINANCING POLICY: ADVANCES AND LIMITS BASED ON REDISTRIBUTIVE FUND POLICIES

Resumo: In the last two decades, the basic education financing policy in Brazil has incorporated important redistributive mechanisms, aiming to reduce inequalities in the offer of education that compromise the guarantee of the right to education, in conditions of equity and quality. This article analyzes the guarantee of the right to education for rural people after the Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério, implementedin 1997, based on the value/student/year of Fundef, Fundeb and CAQ and data on the conditions of basic education in rural areas. Evidences are presented that the financing policy incorporated mechanisms of positive differentiation for education in the countryside, but they were not enough to improve the conditions of the offer of education. Este artículo analiza la garantía del derecho a la educación de la población rural después del Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério, implementado em 1997, considerando el valor/alumno/año de Fundef, Fundeb y CAQ y datos sobre las condiciones de la educación básica en las zonas rurales. Se presentan evidencias de que la política de financiamiento incorporó mecanismos de diferenciación positiva para la educación en el campo, pero que no fueron suficientes para mejorarlas condiciones de oferta. Educación Básica.Nas duas últimas décadas, a política de financiamento da educação básica no Brasil incorporou importantes mecanismos redistributivos, visando diminuir as desigualdades na oferta de educação que comprometem a garantia do direito à educação, em condições de equidade e qualidade. Neste artigo, analisa-se a garantia do direito à educação aos povos do campo após o Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério, implementado em 1997, considerando-se o valor/aluno/ano do Fundef, Fundeb e do CAQ, além de dados das condições de oferta de educação básica nas áreas rurais. Apresentam-se evidências de que a política de financiamento incorporou mecanismos de diferenciação positiva para a educação no campo, mas estes não foram suficientes para a melhoria das condições de oferta.
