Territorial development in Brazil: an analysis from the paradigmatic debate

Resumo: | Territorial development gained importance in the debates on the field in Brazil in the 2000s. Mainly carried out by the federal government and encouraged by international organizations such as the World Bank, FAO and IBRD, territorial development came to be a major novelty in academic scholars, corporate actions and public policies. This work evaluates the production on territorial development in light of the paradigmatic debate, showing how the Agrarian Capitalism Paradigm and the Agrarian Question Paradigm produce different interpretations on the theme. As a methodology, we make a bibliographical review of two authors who are the ones who most influence Brazilian production, each one representing a paradigm. The article is divided into three sections. In the first part, we present the paradigmatic debate. In the second, the territorial development from the Paradigm of agrarian capitalism. In the third, the territorial development from the Agrarian Question Paradigm. Our goal is to help researchers dedicated to the subject manage to have a new key of interpretation on the subject. El desarrollo territorial ganó importancia en los debates sobre el terreno en Brasil en la década de 2000. Realizado principalmente por el gobierno federal y alentado por organizaciones internacionales, como el Banco Mundial, la FAO y el BIRD, el desarrollo territorial comenzó a figurar como una gran novedad en el trabajo académico, acciones de la empresa y políticas públicas. Este trabajo evalúa la producción sobre el desarrollo territorial a la luz del debate paradigmático, mostrando cómo el Paradigma del Capitalismo Agrario y el Paradigma de la Pregunta Agraria producen diferentes interpretaciones sobre el tema. Como metodología, hacemos una revisión bibliográfica de dos autores que son los que más influyen en la producción brasileña, cada uno representando un paradigma. El artículo está dividido en tres secciones. En el primero, presentamos el debate paradigmático. En el segundo, el desarrollo territorial basado en el Paradigma del capitalismo agrario. En el tercero, el desarrollo territorial basado en el Paradigma de la Pregunta Agraria. Nuestro objetivo es contribuir para que los investigadores dedicados al tema puedan tener una nueva clave de interpretación sobre el tema. Levado a cabo principalmente pelo governo federal e incentivado por organismos internacionais, como o Banco Mundial, FAO e BIRD, o desenvolvimento territorial passou a figurar como grande novidade nos trabalhaos acadêmicos, ações das empresas e políticas públicas. Este trabalho avalia a produção sobre o desenvolvimeno territorial a luz do debate paradigmático, mostrando como o Paradigma do Capitalismo Agrário e o Paradigma da Questão Agrária produzem interpretações diferentes sobre o tema. Como metodologia, fazemos uma revisão bibliográfica de dois autores que estão os que mais influênciam a produção brasileira, sendo cada um representante de um paradigma. O artigo se divide em três secções. Na primira, apresentamos o debate paradigmático. Na segunda, o desenvolvimento territorial a partir do Paradigma do capitalismo agrário. Na terceira, o desenvolimento territorial a partir do Paradigma da Questão Agrária. Nosso objetivo é contribuir para que pesquisadores dedicados a questão consigam ter uma nova chave de interpretação sobre o tema.
