Resumo: Based on current and historical examples, both in general and locally in the Dourados-MS region, this research deals with how the Brazilian "development" process was permeated by violations of minority rights, such as indigenous peoples, quilombolas and riverside populations. In this sense, it discusses how, in Brazil, it was produced and is still produced, forms of urbanization that touch the ways of structural racism and "naturalized" in the intentionally built landscapes of cities, unfolding in the concept of environmental racism. For this, in bibliographical review, observing the exploratory descriptive method, with local verification, the work demonstrates how certain populations, generally identified in an antagonistic way to the image of upper middle class populations, become vulnerable and precarious in the conquest of basic fundamental rights.

En este sentido, se discute cómo, en Brasil, se produjeron y se siguen produciendo, formas de urbanización que tocan las formas del racismo estructural y "naturalizado" en los paisajes intencionalmente construidos de las ciudades, desdoblándose en el concepto de racismo ambiental. Para ello, en la revisión bibliográfica, observando el método descriptivo exploratorio, con verificación local, el trabajo demuestra cómo ciertas poblaciones, generalmente identificadas de forma antagónica a la imagen de las poblaciones de clase media alta, se vuelven vulnerables y precarias en la conquista de derechos fundamentales básicos.Partindo de exemplos atuais e históricos, tanto no âmbito geral, quanto local da região de Dourados-MS, esta pesquisa trata de como o processo de “desenvolvimento” brasileiro foi permeado por violações de direitos de minorias, como povos indígenas, quilombolas e populações ribeirinhas. Nesse sentido, discute-se a respeito de como, no Brasil, se produziu e ainda se produz, formas de urbanização que tocam as vias do racismo estrutural e “naturalizado” nas paisagens intencionalmente construídas das cidades, se desdobrando no conceito de racismo ambiental.
