Resumo: This article makes considerations about the trend of democratic decline at a global level and its relationship with the processes that, in the case of Brazil, give rise to the maldistribution and abusive exercise of power, with impacts on the representation and the regime of liberties of the common citizen. The analysis is based on the observation that democracy has given worrying signs worldwide, linked to the discomfort of citizens (represented) with the actions of those elected to decide for society (representatives), which creates an environment propitious to attempts to adopt “illiberal” regimes. In the case of Brazil, it is stated that this mistrust in the political class is accentuated by typically local elements, of a historical, legal and political nature, favorable to political action in the name and in one's own interests, rather than in the name and in the interest of the community. Hence the need for corrections, from the way in which our representatives are chosen to the effective limits to their margin of action, under the risk of eventual ruptures, not necessarily for the better.

El análisis parte de la observación de que la democracia ha dado señales preocupantes a nivel mundial, vinculadas al malestar de los ciudadanos (representados) con las acciones de los elegidos para decidir por la sociedad (representantes), lo que crea un ambiente propicio para intentos de adopción de regímenes autocráticos. En el caso de Brasil, se dice que esta desconfianza en la clase politica se ve acentuada por elementos típicamente locales, de carácter histórico, jurídico y político, favorables a la acción política en nombre y en interés propio, más que en en nombre y en interés de la comunidad. De ahí la necesidad de correcciones, desde la forma en que nuestros representantes son elegidos hasta los límites de su margen de acción, bajo el riesgo de eventuales rupturas, no necesariamente para bien.Este artigo tece considerações sobre a tendência de declínio democrático em âmbito global e de sua relação com os processos que, no caso do Brasil, dão ensejo à má distribuição e ao exercício abusivo de poder, com impactos sobre a representação e o regime de liberdades do cidadão comum. A análise parte da constatação de que a democracia tem dado sinais preocupantes em âmbito mundial, ligados ao desconforto dos cidadãos (representados) com a atuação dos que são eleitos para decidir pela sociedade (representantes), o que cria ambiente propício a tentativas de adoção de regimes “iliberais”. No caso do Brasil, afirma-se que essa desconfiança em relação aos ocupantes do poder é acentuada por elementos tipicamente locais, de caráter histórico, jurídico e político, favoráveis a uma atuação política em nome e no interesse próprios, ao invés de em nome e no interesse da coletividade.
