Agricultural projects and plans for the “emancipation” of the Terena people during the Geisel’s dictatorship

Resumo: | Supported by information obtained through journalistic sources, academic publications and official documents, this article examines the contexto of the visit of the President of Brazil Ernesto Geisel to the indigenous village of Bananal, in the city of Aquidauana, in 1977, and analyzes the purposes of the federal government that were intended for the Terena indigenous people. The issues focused here concern the plans to emancipate the ethnic group from state tutelage and the agricultural projects that Fundação Nacional do Índio (FUNAI) implemented in the communities with the intention of developing commercial farming. The receptiveness of the natives to the presence of the political representative of the nation and to the proposals put on the agenda by their government was detailed considering statements made by the leaders of this people. The speeches of public authorities about the Terena and their emancipation, the expectations placed by them in the Community Development Projects that were applied in the areas occupied by the native peoples considered “more integrated” were also treated by us with special attention. The conclusion is that the Brazilian State, by treating the Terena as subaltern people - disregarding some of their traditional economic standards and practices and trying to abruptly suppress the assistance provided to them – ended up exercised over them what Anibal Quijano calls “coloniality of power”. However, the indigenous community, with its ability to organize, put in place strategies of resistance and negotiation, increasing the struggle for differentiated assistance and specific territorial rights. |

Las principales cuestiones que se abordan aquí se refieren a los planes para emancipar a este grupo étnico de tutela estatal y a los proyectos agrícolas que la Fundação Nacional do Índio (FUNAI) ha puesto en marcha en las comunidades desde entonces con vistas a desarrolar la agricultura comercial. La receptividad de los indígenas a la presencia del representante político de la nación y a las propuestas presentadas por su gobierno se analizaron teniendo en cuenta las declaraciones de los líderes de este pueblo. También se trataron con especial atención los discursos de los poderes públicos sobre los Terena y sobre la emancipación tutelar y las expectativas puestas por ellos en los Proyectos de Desarrollo Comunitario aplicados en las zonas ocupadas por los pueblos originarios considerados “más integrados”. La conclusión es que el Estado, al tratar a los Terena como sujetos subalternos – desconociendo patrones y prácticas económicas tradicionales e intentando suprimir abruptamente la asistencia prestada – ejerció sobre ellos lo que Aníbal Quijano denomina “colonialidad del poder”. Sin embargo, la comunidad indígena, activando su capacidad de agencia y organización, puso en marcha estrategias de resistencia y negociación, impulsando la lucha por la asistencia diferenciada y por derechos territoriales específicos.Respaldado por informações obtidas em fontes jornalísticas, publicações acadêmicas e documentos oficiais, este artigo examina o contexto em que se deu a visita do presidente da República Ernesto Geisel à aldeia Bananal, município de Aquidauana, em 1977, e analisa os propósitos centrais do governo federal à época voltados ao povo indígena Terena. As questões principais enfocadas aqui dizem respeito aos planos de emancipar o referido grupo étnico da tutela estatal e aos projetos agrícolas que a Fundação Nacional do Índio (FUNAI) implantou nas aldeias a partir de então com vistas a desenvolver a lavoura comercial. A receptividade dos nativos à presença do mandatário político da nação e às propostas colocadas em pauta por seu governo foi escrutinada tendo em conta declarações proferidas por lideranças desse povo. Os discursos propalados por autoridades públicas sobre os Terena e sobre a emancipação da tutela e as expectativas depositadas por elas nos Projetos de Desenvolvimento Comunitário aplicados nas áreas ocupadas pelos povos originários considerados “mais integrados” também foram tratados com especial atenção. A conclusão é que o Estado, ao tratar os Terena como sujeitos subalternos – desconsiderando padrões e práticas econômicas tradicionais e tentando suprimir abruptamente a assistência prestada – exerceu sobre eles aquilo que Anibal Quijano chama de “colonialidade do poder”.
