Projetos de militarização de escolas públicas no estado de Goiás: um olhar sobre a cidade de Goiânia

Resumo: | This dissertation aims to present a study on the militarization projects that are being implemented in schools in the city of Goiânia. The state of Goiás stands out when the subject is military schools due to the large number of them. There are some studies on the theme, however, there is little information and research on the projects that turn the schools into military schools. In view of this, the need for this study arose, as a result of research carried out within the scope of the Postgraduate Program in Teaching in Basic Education, of the Center for Teaching and Applied Research in Education, CEPAE, of the Federal University of Goiás, UFG) with a focus on understanding the school and its reality in the period before the militarization itself. Here, we intend to find out how these militarization projects arise in the Assembleia Legislativa of Goiás, who proposes them, what criteria lead to the choice of schools, why these projects have not been implemented in some units so far, and what the school community thinks about the theme. The focus will be on a school in the city of Goiânia that has the project already approved, but has not yet been implemented; therefore the militarization has not taken place. The media and those who defend the militarization of public schools do so based on two main arguments: that the schools have high rates of violence and that the quality of education improves with militarization. However, data presented in the latest evaluations that are used to establish the Índice de Educação Básica (IDEB) of the state of Goiás, and data from other relevant research on the subject point out that the quality of education is in no way related to discipline and, furthermore, that the fact that there is a military school in a certain neighborhood does not reduce violence there. In this way, and based on these affirmations, we question the existence of so many military schools in this federative unit. In addition to this study, an educational product was elaborated, called “Informative material: militarization projects of public schools in Goiás”, aimed at both teachers and students of basic education on the paths of militarization in Goiás. |

O estado de Goiás destaca-se quando o assunto é escolas militares devido ao grande número delas. Existem alguns estudos sobre o tema, porém, poucas são as informações e pesquisas sobre os projetos que tornam as escolas militares. Diante disso, surgiu a necessidade deste estudo, fruto da pesquisa desenvolvida no âmbito do Programa de Pós-Graduação em ensino na Educação Básica, do Centro de Ensino e Pesquisa Aplicada a Educação, CEPAE, da Universidade Federal de Goiás, UFG) com foco em entender a escola e sua realidade em período anterior à militarização propriamente dita. Aqui, se pretende descobrir como surgem esses projetos de militarização na Assembleia Legislativa de Goiás, quem os propõe, quais critérios levam à escolha das escolas, o porquê desses projetos existirem de forma tão recorrente e o que pensa a comunidade escolar a respeito do tema. O recorte se dará em uma escola na cidade de Goiânia que possui o projeto já aprovado, mas ainda não foi implementado, portanto, a militarização não foi efetivada. A mídia e aqueles que defendem a militarização de escolas públicas o fazem sob dois argumentos principais: o de que as escolas apresentam altos índices de violência e o de que a qualidade de ensino melhora com a militarização. No entanto, dados apresentados nas últimas avaliações da prova Brasil, que resulta no Índice da Educação Básica (Ideb) do estado de Goiás, e dados de outras pesquisas relevantes sobre o tema apontam que a qualidade de ensino em nada se relaciona com a disciplina e, ainda, que o fato de existir uma escola militar em determinado bairro não diminui a violência no local. Desse modo, e partindo dessas afirmações, questionamos a existência de tantas escolas militares nessa unidade federativa.
