Institutionelle Bewertung und Qualitätsförderung in der frühkindlichen Bildung im Rahmen von Covid-19

Resumo: As of 2009, the Brazilian Ministry of Education published the document Early Child Education Quality Indicators, which became a reference tool in the country for institutional evaluation, mainly within the scope of educational establishments linked to the public network and that receive children up to 6 years of age. In the context of the interruption of on-site activities or the provision of partial services by Early Childhood Education institutions due to the COVID-19 pandemic, the paper aims to analyze if and in which way the dimensions and indicators of the document’s original proposal could support the political, pedagogic, and administrative decision making, aiming to bring more quality to the actions accomplished in this time. Such proposal is justified for our understanding that the situation experienced by the educational establishments for over a year is prone to self-evaluation and review of pedagogic proposals. The literature that grounds our analyses is formed by referential on Early Childhood Education policies and practices, with an emphasis on the evaluation aimed to this stage, in dialogue with recent studies and documents on the impacts and challenges brought to education by the pandemic. The analysis evidenced potentialities of use of this document, considering its dimensions and the possibility of indicators adaptation, as well as the inclusion of new ones, due to the current context. It is highlighted the simplicity of its implementation, with strategies of use that may strengthen the autonomy of the establishments, as well as supporting democratic management practices.

En el contexto de interrupción de las actividades presenciales o de atención parcial por las instituciones de educación inicial en función de la pandemia de la Covid-19, este artículo tiene como objetivo analizar si y de qué forma las dimensiones e indicadores de la propuesta original de ese documento podrían contribuir a la toma de decisiones de carácter político, pedagógico y administrativo con vistas a agregar más calidad a las acciones realizadas en la presente coyuntura. Justificamos esta proposición por entender que la situación vivida por los establecimientos educativos desde hace más de un año es propicia a movimientos de autoevaluación y de revisión de las propuestas pedagógicas. La literatura que apoya nuestros análisis se constituye de referencias sobre las políticas y prácticas de educación inicial que ponen hincapié en la evaluación dirigida a esa etapa, en diálogo con estudios y documentos recientes sobre los impactos y retos que la pandemia impone a la educación. El análisis puso de manifiesto potencialidades del uso del referido documento, considerándose sus dimensiones y la posibilidad de adaptación de en función del contexto actual. Resaltamos el carácter simple de su aplicación, con estrategias que pueden fortalecer la autonomía de los establecimientos, así como apoyar prácticas de gestión democrática.Em 2009, o Ministério da Educação publicou o documento Indicadores da Qualidade na Educação Infantil, o qual se tornou uma ferramenta de referência no país para a avaliação institucional, principalmente, no âmbito dos estabelecimentos que ofertam atendimento às crianças de até seis anos vinculados às redes públicas. No contexto de interrupção de atividades presenciais ou de atendimento parcial pelas instituições de educação infantil em função da pandemia da Covid-19, o artigo tem como objetivo analisar se e de que forma as dimensões e indicadores da proposta original deste documento poderiam subsidiar a tomada de decisões de caráter político, pedagógico e administrativo visando agregar mais qualidade às ações realizadas nesse momento. Justificamos tal proposição por entendermos que a situação vivida pelos estabelecimentos educacionais, há mais de um ano, é propícia a movimentos de autoavaliação e de revisão das propostas pedagógicas.
