Desafios da reforma agrária: diálogos entre a nova condição camponesa e a segurança alimentar no assentamento Dom Osório em Campo Verde/MT

Resumo: In this study the objective was to investigate the peasant families challenges from the settlement Dom Osório located in the municipality of Campo Verde/MT, found to construction of their food security conditions and social reproduction in the context of the "new" peasant condition. For its achievement were combined collection strategies and data analysis and quantitative and qualitative information. Quantitative data were collected through two questionnaires to 48 peasant families. The first, based on the Brazilian Food Insecurity Scale, it was given the status of food (in)security and the second analyzed the relations of this condition with social, economic, productive and policy characteristics of the families. Quantitative results indicated that most families had no problems with access to food and thus was in a favorable condition of food security. This could be explained, in part, because the main destination for grown food was self-consumption and marketing; some family components works out land parcel; most families received the Housing and Initial Support credits; and accessed public programs as Brazil’s Family Allowance and the Brazilian National Program for Production and Use of Biodiesel (NPPB). These results indicate that NPPB reduced the potential food production on the basis of area occupied, but this did not translate into food insecurity, however, this contradictory situation had a high price: the substantial loss of autonomy. To understand such situation were conducted in-depth interviews with five families whose strategies for constructing their food security and social reproduction conditions were described individually and then analyzed together. The qualitative results of these analyzes showed that families control was low on their resource bases, but nevertheless, production for selfconsumption was one of the main expressions of their survival. This production was flexible to the possibilities that families interpreted, including pluriactivity and "partnership" for soybean delivery to NPPB. However, it became clear that any strategy seeking to reduce dependence was intrinsically linked to the relations established between the resource base and the families survival. Thus, the farming style, the decision on purchase and/or manufacturing inputs, va lue addition for food processing and its marketing pointed other possibilities for families to acquire a relative autonomy. However, as a good part of the “new” peasant condition choreography in the settlement was dependent, in the short term, of the corn achievement linked to the Food Empires, the struggle for autonomy was weakened. In summary, although most families have good food security conditions the biggest challenge for them was to construct their food security conditions and social reproduction more autonomously and re-develop strategies that reduces this dependence.

Para sua execução foram combinadas estratégias de coleta e análise de dados e informações quantitativas e qualitativas. Os dados quantitativos foram coletados por meio de dois questionários junto a 48 famílias camponesas. Com o primeiro, embasado na Escala Brasileira de Insegurança Alimentar (EBIA), foi determinada a condição de (in)segurança alimentar e com o segundo foram analisadas as relações dessa condição com algumas características sociais, econômicas, produtivas e políticas das famílias. Os resultados quantitativos indicaram que a maioria das famílias não tinha dificuldades de acesso aos alimentos e, portanto encontrava-se em uma condição favorável de segurança alimentar. Isso pôde ser explicado, em parte, porque o principal destino dos alimentos cultivados era o autoconsumo e comercialização; alguns componentes da família realizavam trabalhos fora do lote; a maioria das famílias recebeu os créditos Habitação e Apoio Inicial; e acessou os programas públicos Bolsa Família e o Programa Nacional de Produção e Uso do Biodiesel (PNPB). Esses resultados indicaram que o PNPB reduziu a produção potencial de alimentos em função da área que ocupava, porém isso não se traduziu em insegurança alimentar, no entanto, essa situação contraditória tinha um alto preço: o da perda substancial da autonomia. Para compreender tal situação foram realizadas entrevistas em profundidade junto a cinco famílias cujas estratégias para construção de suas condições de segurança alimentar e reprodução social foram descritas individualmente e depois analisadas em conjunto. Os resultados qualitativos dessas análises apontaram que era baixo o controle que as famílias possuíam sobre as suas bases de recursos, mas que, apesar disso, a produção para autoconsumo era uma das principais expressões da sua (sobre)vivência. Essa produção era flexível às possibilidades que as famílias interpretavam, entre elas a pluriatividade e a “parceria” para entrega de soja ao PNPB. Entretanto, ficou claro que qualquer estratégia que buscasse a redução da dependência estava intrinsicamente ligada às relações estabelecidas entre a base de recursos e a (sobre)vivência das famílias. Assim, o estilo de agricultura, a decisão sobre comprar e/ou fabricar insumos, a agregação de valor pelo processamento dos alimentos e a sua comercialização apontavam outras possiblidades para que as famílias adquirissem uma autonomia relativa. Porém, como uma boa parte da coreografia da “nova” condição camponesa no assentamento estava dependente, no curto prazo, da obtenção de milho vinculado aos Impérios Alimentares, a luta por essa autonomia estava enfraquecida.
