Plataforma de gestão de ideias e inovação aberta aplicada a universidade pública: a abordagem Crowdstorming

Resumo: Innovations are important to the public sector, particularly in terms of improving management efficiency, broadening participation and collaboration channels, and developing new ways of delivering services to society. In this context, one of the ways to leverage innovation is through the open innovation model which, in the public sector, may involve citizen collaboration in solving problems faced by the government. Specifically, with the advent of digital platforms, it is possible to massify the open innovation model, involving a "crowd" of citizens, which characterizes the practice of crowdstorming. Thus, the government deals with a growing number of ideas that, to become innovation, must be managed continuously. Given this context, the present work aimed to analyze and discuss the application of the open innovation model, based on the management of ideas, crowdstorming and digital platform, in a Brazilian public university. The object of study selected for this research is a project of a public university located in the state of Minas Gerais, called “Open University: Innovative Solutions”. It is a crowdstorming of ideas from the use of the Premium Technology platform. The research is classified as an applied, descriptive and qualitative research, associated with a case study and based on bibliographic reference, documentary survey and semi-structured interviews. We sought to detail the planning and execution of the project, to reflect on the main data and results obtained from the use of the platform and to analyze the report of the managers and participants of the challenge about the impacts of the project. It was concluded that crowd-supported digital platforms can provide an increase in the volume of ideas generated for innovation in a public university. In its practical aspect, this paper demonstrates the importance of idea management as an allied to the open innovation process. Specifically in the public sector, where social participation is increasing, it is important to create mechanisms for generating and managing ideas, considering evaluations and selection efficiently aiming at a portfolio of ideas for innovation. In addition, it contributes to the theoretical framework of research on open innovation in the public sector (social participation) by associating the open innovation model with approaches to idea management and crowdstorming. In the academic context, we intend to contribute by encouraging studies on new practices to promote open innovation, in order to compare the gains and limitations of each technique in different instances of the public sector.

Neste contexto, uma das formas de potencializar a inovação é por meio do modelo de inovação aberta que, no setor público, pode envolver a colaboração de cidadãos na solução de problemas enfrentados pelo governo. Especificamente, com o advento das plataformas digitais, é possível realizar a massificação do modelo de inovação aberta, envolvendo uma "multidão" de cidadãos, o que caracteriza a prática de crowdstorming, ou tempestade de ideias. Desta forma, o governo lida com um número cada vez maior de ideias que, para se tornarem inovação, devem ser gerenciadas de forma contínua. Diante deste contexto, o presente trabalho objetivou analisar e discutir a aplicação do modelo de inovação aberta, fundamentada na gestão de ideias, crowdstorming e plataforma digital, em uma Universidade pública brasileira. O objeto de estudo selecionado para esta pesquisa é um projeto de uma universidade pública situada no Estado de Minas Gerais, denominado “Universidade Aberta: Soluções Inovadoras”. Trata-se de um crowdstorming de ideias a partir do uso da plataforma tecnológica Prêmioideia®. A pesquisa é classificada como uma investigação aplicada, descritiva e qualitativa, associada a estudo de caso e fundamentada em referencial bibliográfico, levantamento documental e entrevistas semi-estruturadas. Buscou-se detalhar o planejamento e execução do projeto, refletir sobre os principais dados e resultados obtidos a partir do uso da plataforma e analisar o relato dos gestores e participantes do desafio sobre os impactos do projeto. Concluiu-se que o crowdstorming apoiado em plataformas digitais pode proporcionar um aumento no volume de ideias geradas para fins de inovação em uma universidade pública. Em seu aspecto prático, este trabalho demonstra a importância da gestão de ideias como aliada ao processo de inovação aberta. Especificamente no setor público, onde a participação social vem aumentando, é importante criar mecanismos de geração e gestão de ideias, considerando avaliações e seleção de forma eficiente visando um portfólio de ideias para inovação. Além disso, contribui-se para o arcabouço teórico das pesquisas sobre inovação aberta no setor público (participação social), ao associar o modelo de inovação aberta às abordagens de gestão de ideias e crowdstorming.
