Resumo: A set of values contextualized in a recurring way in the way of managing a specific integrated society, which can be defined as an administrative culture. This concept identifies how some rules of interpretation of reality, which instruct social life as a whole, are related and hierarchized within the most diverse institutions, according to the management intervention that corrects them. It analyzes and understands the nature of the administrative acts related to primary public education in Maranhão recorded in the speeches and reports of the Provincials and Presidents of the Province from 1843 to 1870, in order to understand the extent to which these administrative acts originating from the registers that were presented to the Provincial Assembly as an established administrative culture contributed to the constitution of primary public education in Maranhão in the period, examining for this the problems evidenced by the various administrations in the Primary Public Instruction, understanding its nature and verifying the problems and the proposals referring to this primary public education; reports that constitute a political piece loaded with intentionalities and that present an official position, although they have certain limitations that even so do not detract from the richness of the data. For this reason, this dissertation work, of bibliographic and documentary nature, part of the research line “history, educational policies, work and human formation” of the master in Education at UFMA, uses theoretical and methodological assumptions of Cultural History, as it seeks to the understanding of the relationship established between the actions and strategies imposed by the government with respect to primary public education and the representations that society made of these actions that correspond to the choices of tactics adopted. It is concluded that, despite the countless difficulties faced in public primary education, even so it is noticed a progressive increase both in the number of students and in the offer of classes, identifying in the managers several appeals for better conditions and administrative acts to try to guarantee a minimum condition for the classes to work; although the regulations present an apparent contradiction in terms of the cultural vision of the teaching profession, inasmuch as at the same time that it was seen as essential, the statements constantly portray a certain disregard for the category and, consequently, a great lack of interest in entering the career ; a period that was characterized by many initiatives for the development of primary public education, but few effective actions.

Esse conceito identifica como algumas regras de interpretação da realidade, que instruem a vida social como um todo, são relacionadas e hierarquizadas no interior das mais diversas instituições segundo a intervenção da gestão que recebem. Analisa-se e compreende-se a natureza dos atos administrativos referentes à instrução pública primária maranhense registrados nos discursos e relatórios dos Inspetores e dos Presidentes de Província no período de 1843 a 1870, no intuito de entender em que medida estes atos administrativos oriundos dos registros que foram apresentados à Assembleia Provincial como cultura administrativa estabelecida contribuíram na constituição do ensino público primário no Maranhão no período, examinando-se para isso os problemas evidenciados pelas diversas gestões na Instrução Pública Primária, compreendendo-se a sua natureza e verificando-se os problemas e as propostas referentes a este ensino público primário; relatórios que constituem uma peça política carregada de intencionalidades e que apresentam um posicionamento oficial, embora tenham assim certas limitações que mesmo assim não desmerece a riqueza dos dados. Por isso, este trabalho dissertativo, de cunho bibliográfico e documental, integrante da linha de pesquisa “história, políticas educacionais, trabalho e formação humana” do Mestrado em Educação da UFMA, utiliza-se dos pressupostos teórico-metodológicos da História Cultural, na medida em que busca o entendimento da relação estabelecida entre as ações e estratégias impostas pelos governantes com respeito ao ensino publico primário e as representações que a sociedade fez dessas ações que correspondem a escolhas de táticas adotadas.
