The following research “CITIZENSHIP AND CULTURAL RIGHTS IN THE CREATIVE ECONOMY: a study of creative enterprises in the city of São Luís” is here proposed with the objective of presenting the path which connects the creative economic processes with the exercise of cultural rights, and consequently, the full cultural citizenship practice. Such citizenship, exercised through the materialization of the alleged cultural rights in the daily lives of the creators and receivers of the creative economy, takes place through circulating cultural knowledge, passing on cultural signs and meanings, the union between cultural expressions and economic participation, and other facts and exchanges permeating the creative economy. Methodologically, in terms to its objectives, the present study has an exploratory character given that it intends to provide familiarity with the quoted problem at hand, leading to the improvement of ideas related to the theme. The research is also endowed with a descriptive character due to the description of the phenomenon understood as creative economy in order of the fruition of the objectives. Moreover, this research is bibliographic and also a field study, since it is developed, in a first moment, from the reading of institutional materials, books, articles, and other written works, bringing academic considerations and those of national and international institutions, but also from the data collection made in direct research following creative enterprises in the city of São Luís, Maranhão. To this end, essential concepts that ground the perspective of this study are executed, addressing the definitions of citizenship, cultural citizenship, a brief passage through the meaning of democracy, cultural rights and creative economy. The field study occurs to ratify what is brought up in theory, seeking to demonstrate which ways cultural citizenship and cultural rights come to life in the contexts of the researched groups, making it possible to perceive that creative economy is, due to its characters, a fertile field for cultural citizenship and cultural rights.
