In the course of social evolution, it is undoubted that the city has become the center of human activities and relationships, triggering an environment of advances and, at the same time, of setbacks, arising from the conflicts and controversies inherent to a process of disorganized urban sedimentation, that produces criminality and reproduces a criminal pattern, which is why this dissertation aspires to understand how institutional intervention in urban and social disorder can contribute to confronting criminality, choosing, for this, the resolving action of the Public Ministry of State of Maranhão – through the Public Prosecution Offices for External Control of Police Activity in the city of São Luís – around the promotion of urban planning. In order to achieve this goal, an inductive method of approach is used, with a critical and descriptive socio- legal procedural framework, since the aim is only to describe the criminal phenomenon in the urban context, bringing to the discussion the institutional intervention systematics to implementation of public policies and stimulation of community integration.
