AUTISMO E QUADROS DE GUERRA: análise das disputas no campo da Política de Saúde para Pessoas com TEA pós-aprovação da Lei “Berenice Piana” (2012-2022)

This is a qualitative research of an analytical nature, which has as its object the study of the dynamics between the subjects that compose and dispute the monopoly of the field of autism in the arena of Health Policy in Brazil, after the approval of Law n. 12,764, of December 27, 2012, known as the “Berenice Piana” Law, which qualified the person with autism as a person with a disability for all legal purposes and established the National Policy for the Protection of Persons with Autistic Spectrum Disorder (TEA) . The result was the construction of a critical-analytical framework, built from the genealogical exercise, which showed that the fragmentary and complex characteristics of the syndrome, associated with a set of pathologies and comorbidities as a result of a broad process of social and biopolitical indexing, operated from a set of societal transformations, which made possible the configuration of ASD, as a “displaced issue”, both from the Mental Health plan and from the Rehabilitation plan, to be inserted in a particular and specialized dimension, within a billionaire therapeutic market on both sides, in the sphere of reproduction of forms of precariousness and helplessness that occur in the shadow of State violence and in the resistance of the activism of atypical parents and the movement for the neurodiversity of autistic people. We sew together the plots of these diverse, contradictory and complex social dynamics in the same space of visibility, based on the operative concept of the field of autism and, thus, we present the “Frames of Wars and the webs of relationships” and taking as a privileged object Public Hearings of 2019 and 2021 and having post-structuralism as an analytical base, which emphasizes the importance of discourse and language, breaks with linear models to emphasize the relational nature of totalities, where it situates subjects from the injunction of powers that are inscribed in different ways, among them, from political systems of power-knowledge, we show that it is necessary to build the terms of intelligibility of the autistic person, in such a way that he is recognized not only as an object of health policies, but as a subject.
