INTERCONNECTED WORK AND INTERSECTORIALITY IN THE PUBLIC POLICIES OF LEISURE AND SPORT OF OURO PRETO / MG

Resumo: The promotion of social rights is increasingly directed to municipal administrations and, in view of this, this study  sought to analyze the public policies of leisure and sport developed in Ouro Preto  (MG), with the intention of identifying relationships based on intersectionality and interconnected work between different organs of the municipal public administration. For this, we used the semi-structured interview, as interlocutors’ managers of the Municipal Departments of Sport and Leisure, Education, Culture and Heritage, Tourism, Social Development, Health, Environment and Constructions. Three categories of analysis were outlined, the first being dedicated to connected or intersectoral work in development in the municipality, underlining the projects that present this perspective, even timidly. The second category presents the challenges for implementing intersectoral or interconnect work. The third axis shares networking opportunities that may be the target of future institutional efforts. It is concluded that the public policies of leisure and sport in Ouro Preto occur in a punctual and disjointed way of a systematized municipal policy, with difficulties of dialogue between the sectors of public administration. Were found possibilities of intersectoral work in existing actions, and it is up to the executive power to capitate and organize the institutional work.

Were found possibilities of intersectoral work in existing actions, and it is up to the executive power to capitate and organize the institutional work.La promoción de los derechos sociales está cada vez más dirigida a las administraciones municipales y, en vista de ello, este estudio pretendía analizar las políticas públicas de ocio y deporte desarrolladas en Ouro Preto (MG), con la intención de identificar las relaciones basadas en la intersectorialidad y el trabajo en redes entre los diferentes órganos de la administración pública municipal. Para ello, utilizamos la entrevista semiestructurada, teniendo como interlocutores directivos de los Departamentos Municipales de Deporte y Ocio, Educación, Cultura y Patrimonio, Turismo, Desarrollo Social, Salud, Medio Ambiente y Obras. Esbozaron tres categorías de análisis, la primera dedicada al trabajo intersectorial o en redes el desarrollo del municipio, subrayando los proyectos que presentan esta perspectiva, incluso tímidamente. La segunda categoría presenta los desafíos para implementar trabajos intersectoriales o de red. El tercer eje comparte oportunidades de creación de redes que pueden ser el objetivo de futuros esfuerzos institucionales. Se concluye que las políticas de públicas de ocio y deporte en Ouro Preto se producen de forma puntual y desarticulado de una política municipal sistemática, con dificultades de diálogo entre los sectores de la administración pública. Se encontró las posibilidades de trabajo intersectorial en las acciones existentes, y depende del poder ejecutivo capitanear y organizar el trabajo institucional.A promoção dos direitos sociais é cada vez mais direcionada às administrações municipais e, à vista disso, o presente estudo buscou analisar as políticas públicas de lazer e esporte desenvolvidas em Ouro Preto (MG), na intenção de identificar relações pautadas pela intersetorialidade e pelo trabalho em rede entre diferentes órgãos da administração pública do município. Para isso, utilizou-se a entrevista semiestruturada, tendo como interlocutores gestores das Secretarias Municipais de Esporte e Lazer, Educação, Cultura e Patrimônio, Turismo, Desenvolvimento Social, Saúde, Meio Ambiente e Obras. Delinearam-se três categorias de análise, sendo a primeira dedicada aos indícios do trabalho em rede ou intersetorial em desenvolvimento no município, sublinhando-se os projetos que apresentam tal perspectiva, mesmo que timidamente. A segunda categoria apresenta os desafios para implementação do trabalho intersetorial ou em rede. O terceiro eixo compartilha oportunidades de trabalho em rede que podem ser alvo de esforços institucionais futuros. Conclui-se que as políticas públicas de lazer e esporte em Ouro Preto ocorrem de forma pontual e desarticulada de uma política municipal sistematizada, com dificuldades de interlocução entre os setores da administração pública.
