CONVENTIONAL LEISURE AREAS IN BELÉM (PA), BETWEEN THE CENTER AND THE GHETTO: WHAT AND FOR WHOM LEISURE ARE WE TALKING ABOUT?

Resumo: | In several societies around the world, the use of the city and its leisure areas was surrounded by excluding and segregating senses. Thereby, mapping the conventional leisure spaces in Belém (PA) was the objective of this work, to later analyze the relationship between centralized and ghettos neighborhoods, as well as their territorial extensions and populations. For this purpose, bibliographical and documental research were made, through the use of official documents and geolocation data, applying Google Earth as a tool. Data were submitted for calculation of two indicators, namely: the Development and Access to Culture Index (IDAC-absolute) and the Territorial Distribution of Leisure Areas Index (IDTEL-absolute). Regarding the IDAC (eq./hab.), it was found that the more central neighborhoods, such as Campina and Cidade Velha, had better results than the ghetto ones, such as Barreiro and Pratinha. Nevertheless, although territorial extension has a significant influence on IDTEL (ha./eq.), there is a clear difference between neighborhoods more and less distant from the city center. Taking Barreiro as an example, one of the smallest neighborhoods in territorial extension, it was noted one of the lowest indicators. It became evident, therefore, the idea that the farther away from the urban center, the fewer services and equipment are made available in Belém. It should be noted that the mapped spaces converge with the understanding of conventional leisure, which, historically, has defined what leisure is, in what space and time it should take place and who can benefit from it. |

En vista de ello, este trabajo tuvo como objetivo mapear los espacios de ocio convencionales en Belém (PA), con la finalidad de analizar tanto la relación entre los barrios centrales y periféricos, como la extensión territorial y el número de habitantes. Para lograrlo, se realizó una investigación bibliográfica y documental, a partir de documentos oficiales y datos de geolocalización, utilizando como herramienta Google Earth. Los datos fueron sometidos al cálculo de dos indicadores, a saber: el Indicador de Desarrollo y Acceso Cultural (IDAC-absoluto) y el Indicador de Distribución Territorial de Espacios de Ocio (IDTEL-absoluto). En relación con el IDAC (eq./habitante), se confirmó que los barrios más céntricos, como Campina y Cidade Velha, tuvieron mejores resultados que los barrios considerados periféricos, como Barreiro y Pratinha. En este mismo sentido, aunque la extensión territorial tiene una influencia significativa en el IDTEL (ha./eq.), existe una clara diferencia entre los barrios más y menos alejados del centro de la ciudad. Tomando como ejemplo el barrio Barreiro, uno de los que tiene menor extensión territorial, se observó que su indicador era de los más bajos. Queda claro, por tanto, que Belém se expresa con la lógica de que cuanto más lejos del centro urbano, menos servicios y equipamientos se ponen a disposición de la población. Cabe acotar que los espacios cartografiados confluyen en la comprensión del ocio convencional, que, históricamente, ha definido qué es el ocio, en qué espacio y tiempo ejercerlo y quién puede ser su beneficiario.A utilização da cidade e dos seus espaços de lazer, em diversas sociedades no mundo, foi envolta por lógicas excludentes e segregadoras. Diante disso, este trabalho objetivou mapear os espaços convencionais de lazer em Belém (PA), a fim de analisar a relação entre os bairros centrais e periféricos, bem como a extensão territorial e o número de habitantes. Para tanto, foram realizadas pesquisas bibliográficas e documentais, a partir de documentos oficiais e dados de geolocalização, utilizando como ferramenta o Google Earth. Em relação ao IDAC (eq./hab.), aferiu-se que os bairros mais centrais, como Campina e Cidade Velha, tiveram melhores resultados do que os bairros considerados periféricos, como Barreiro e Pratinha. Na mesma direção, embora a extensão territorial tenha influência significativa no IDTEL (ha./eq.), há uma clara diferença entre bairros mais e menos afastados do centro da cidade. Tomando-se como exemplo o bairro do Barreiro, um dos bairros com menor extensão territorial, observou-se que o seu indicador foi um dos mais baixos. Evidenciou-se, portanto, que Belém é expressa pela lógica de que quanto mais longe do centro urbano, menos serviços e equipamentos são disponibilizados à população.
