THE UNEQUAL STATE AND MUNICIPAL FUNDING OF PUBLIC SPORTS AND LEISURE POLICIES BY THE DIFFERENT BRAZILIAN REGIONS

Resumo: The object of the investigation was to analyze the financing of public policies for sport and leisure in the States and Municipalities of different Brazilian geographic regions, covering the period from 2013 to 2018. The research is characterized as descriptive-exploratory, being quantitative and qualitative, it was developed from data on the state/district and municipal budget of the Sport and Leisure Function (SLF) and the data analysis was performed using the magnitude of expenditure indicator. It was identified that the financing of sport and leisure happens, mainly, by the Municipalities and then the States/Federal District and that during the analyzed period there was an important variation of the resources, with a tendency of decrease, mainly of the States, from 2015, fruit the end of the Football World Cup 2014. The vast majority of Municipalities spent on sports and leisure, however the adherence to spending on SLF and the volume of spending in the most economically developed regions is greater than that of the least developed. The data reveal a convergence between the economic development of the different Brazilian regions and the financing of sports and leisure, reverberating in the uneven financing of this area by the regions. Sports and leisure.El objeto de la investigación fue analizar el financiamiento de las políticas públicas deportivas y de esparcimiento de los Estados y Municipios de las diferentes regiones geográficas brasileñas, cubriendo el período de 2013 a 2018. La investigación se caracteriza como descriptiva-exploratoria, siendo cuantitiva y cualitativa, se desarrolló a partir de datos sobre el presupuesto estatal/distrital y municipal y el análisis de datos se realizó utilizando el indicador de magnitud de gasto. Se identificó que el financiamiento del deporte y el ocio pasa, principalmente, por los Municipios y luego los Estados/Distrito Federal y que durante el período analizado hubo una variación importante de los recursos, con tendencia a la disminución, principalmente de los Estados, desde 2015, fruto del final de la Copa del Mundo de Fútbol 2014. La gran mayoría de los municipios gastan en deportes y ocio, sin embargo la adherencia al gasto en FDO y el volumen de gasto en las regiones más desarrolladas económicamente es mayor que el de las menos desarrolladas. Los datos revelan una convergencia entre el desarrollo económico de las diferentes regiones brasileñas y la financiación del deporte y el ocio, reverberando en la financiación desigual de esta área por las regiones. Deporte y Ocio.O objeto da investigação foi analisar o financiamento das políticas públicas de esporte e lazer dos Estados e Municípios das diferentes regiões geográficas brasileiras, abarcando o período de 2013 a 2018. A pesquisa se caracteriza como descritivo-exploratória, sendo de cunho quanti-qualitativo, foi desenvolvida a partir de dados sobre o orçamento estadual/distrital e municipal da Função Desporto e Lazer (FDL) e a análise de dado foi realizada a partir do indicador magnitude do gasto. Foi identificado que o financiamento do esporte e lazer acontece, principalmente, pelos Municípios e depois os Estados/Distrito Federal e que ao longo do período analisado houve importante variação dos recursos, com tendência de diminuição, sobretudo dos Estados, a partir de 2015, fruto do fim da Copa do Mundo de Futebol 2014. A grande maioria dos Municípios gastaram com o esporte e lazer, contudo a adesão ao gasto com a FDL e o volume de gasto das regiões mais desenvolvidas economicamente é maior que o das menos desenvolvidas. Os dados revelam uma convergência entre o desenvolvimento econômico das diferentes regiões brasileiras e o financiamento do esporte e lazer, reverberando em um desigual financiamento dessa área pelas regiões.
