Brazilian sports policies: from ‘state policies’ to the ‘state of policies’

Resumo: | This essay reflects on the configuration of sports policies in Brazil, drawing on the author’s experience as a researcher in the field, and, at certain times, public manager of the referred policies. It seeks to express the lack of a “state policy” character in sports policies, making observations on the moments in which they have come closest to that character and then, the missed opportunity. Finally, it discusses the presence of sports policies under the current government, pointing to a discredited “state of sports policies”, which are very unlikely to rise to the level of state policies. A State that has been giving clear signs of its government’s intention to militarize Brazilian Society, having the sports policies, led by the Armed Forces, as its loyal squire. |

Este ensayo presenta reflexiones acerca de la conformación de la política deportiva brasileña, basándose en la experiencia del autor como investigador del tema y en ciertos momentos gestor público de dichas políticas. A su vez, busca expresar la ausencia de política deportiva en su dimensión de “política de Estado”, estableciendo consideraciones sobre las ocasiones en que más cerca estuvo así como la oportunidad perdida. Además este texto apunta un entendimiento de la presencia de la política en el actual gobierno indicando un “estado de política deportiva” totalmente descalificado en su capacidad de elevarse al nivel de política de Estado. Estado este que viene emitiendo señales visibles de la intención gubernamental de militarización de la sociedad brasileña teniendo la política deportiva liderada por las Fuerzas Armadas como su fiel escudero.Este ensaio traz reflexões acerca da configuração da política esportiva brasileira, se valendo da experiência do autor como pesquisador do tema e, em determinados momentos, gestor público das referidas políticas. Busca expressar a ausência de política esportiva em seu caráter de “política de Estado”, tecendo considerações sobre os momentos em que mais próximo desse caráter ela esteve, e a oportunidade então perdida. Traz, por fim, entendimento da presença dela no atual Governo, apontando um “estado de política esportiva” totalmente desqualificado em sua possibilidade de alçar-se ao nível de política de Estado.
