Resumo: | This article aims to identify and analyze the main actions and programs adopted by the Brazilian National Institute of Industrial Property (INPI), regarding the institutionalization of industrial property (IP) in Brazil, from 1970 to 2019. The study was based on a collection of historical data in official documents (reports and regulations) of the INPI and the legislation in force. The results indicate that the Institute has been able to implement, throughout its history, a series of actions aimed at the dissemination of IP in Brazil. Such actions were not, however, enough to stimulate the increase of patent applications from national companies before the INPI. Among the causes of this insufficiency, we highlight: the influence of the backlog in the creation of unfavorable expectations regarding the efficiency of patenting; and the very fragility of the innovation system in the country, notably by the lack of involvement of the private sector in innovative activity. |

O estudo baseou-se em uma coleta de dados históricos em documentos oficiais (relatórios e normativas) do INPI e da legislação em vigor. Os resultados indicam que o Instituto foi capaz de implementar, ao longo de sua história, uma série de ações voltadas à difusão da PI no Brasil. Tais ações não foram, no entanto, suficientes para estimular o aumento da participação de pedidos de patentes de empresas nacionais junto ao INPI.
