Resumo: This article aims to present a systematic literature review (SLR) based on the state of the art of research in people management policies and practices (PMPP) and the factors of attraction, retention and organizational commitment in public sector organizations. The research method was based on an SLR, combining bibliometrics and content analysis. The sample consists of 117 articles extracted from the Web of Science database, quantitatively analyzed with the support of descriptive statistics, co-citation networks, coupling and keywords. The results reveal the evolution of publications on the subject, with a relative connection between the studies, and that the PMPP literature is divided into four categories, according to its main focus: job satisfaction, organizational commitment, motivation in public service, and involvement and retention. It is concluded that the literature lacks studies in different areas of the public sector and numerous gaps need to be filled.

It is concluded that the literature lacks studies in different areas of the public sector and numerous gaps need to be filled.Este artigo tem como objetivo apresentar uma revisão sistemática de literatura (RSL) baseada no estado da arte da pesquisa em políticas e práticas de gestão de pessoas (PPGP) e os fatores de atração, retenção e comprometimento organizacional nas organizações do setor público. O método de pesquisa baseou-se em uma RSL, combinando bibliometria e análise de conteúdo. A amostra é composta por 117 artigos extraídos da base Web of Science, analisada quantitativamente com apoio de estatística descritiva, redes de cocitação, acoplamento e palavras-chave. Os resultados revelam a evolução das publicações sobre o tema, com relativa conexão entre os estudos, e que a literatura das PPGP divide-se em quatro categorias, de acordo com seu foco principal: satisfação no trabalho, comprometimento organizacional, motivação no serviço público, e envolvimento e retenção.
