Resumo: | INTRODUCTION: The article explores the interactions between normative digital inclusion policies, digital transformation and the opportunities that still exist in the field of inclusive digital practices for Brazil in the Global Digital Agenda. OBJECTIVE: The objective of the article is to examine the relationships between digital policies, social and economic inclusion, and the interfaces with the Brazilian Digital Transformation Strategy and its inconsistencies. METHODOLOGY: The article is based on the theoretical-investigative method involving internet and digital inclusion policies from the 2000s in Brazil, and comparative method applied to the content of the Digital Transformation Strategy devices and guides. The potential collision of the Strategy with policy formulations guided by the multidimensional approach of digitally inclusive practices on a global scale is observed. CONCLUSIONS: The main conclusions of the paper are as follows: (i) a multidimensional approach to internet and digital inclusion policies allows contesting policies merely anchored on corporate interests and founded on the expansion of digital markets without digital literacy counterparts; (ii) the concrete manifestations of digital inequality in the Global South and the diversity of values and actors should compose the concerns of a 'sustainable global digital agenda'; and (iii) the necessary convergence between institutional legal design, legal experiments on digital inclusion, effectiveness of the right to access the internet and measures to address digital inequalities. |

Objetivo: El objetivo del artículo es examinar las relaciones entre las políticas digitales, la inclusión social y económica, y las interfaces con la Estrategia Brasileña de Transformación Digital y sus inconsistencias. Metodología: El artículo se basa en el método teórico-investigativo de las políticas de internet e inclusión digital de la década de 2000 en Brasil, y en el método comparativo aplicado al contenido de los dispositivos y guías de la Estrategia de Transformación Digital. Se observa la posible colisión de la Estrategia con las formulaciones políticas guiadas por el enfoque multidimensional de las prácticas de inclusión digital a escala mundial. Conclusiones: Las principales conclusiones del documento son las siguientes: (i) un enfoque multidimensional de las políticas de Internet y de la inclusión digital permite impugnar las políticas meramente ancladas en los intereses corporativos y fundadas en la expansión de los mercados digitales sin contrapartidas de alfabetización digital; (ii) las manifestaciones concretas de la desigualdad digital en el Sur Global y la diversidad de valores y actores deben componer las preocupaciones de una "agenda digital global sostenible"; y (iii) la necesaria convergencia entre el diseño jurídico institucional, los experimentos jurídicos sobre la inclusión digital, la efectividad del derecho de acceso a Internet y las medidas para abordar las desigualdades digitales.Introdução: O artigo explora as interações existentes entre políticas normativas de inclusão digital, transformação digital e as oportunidades ainda existentes no campo das práticas digitais inclusivas para o Brasil na Agenda Global Digital. Objetivo: O objetivo do artigo é examinar as relações entre as políticas digitais, inclusão social e econômica, e as interfaces com a Estratégia de Transformação Digital brasileira e suas inconsistências. Metodologia: O artigo é baseado no método teórico-investigativo envolvendo as políticas de internet e inclusão digital a partir dos anos 2000 no Brasil, e método comparativo aplicado ao teor dos dispositivos e guias da Estratégia de Transformação Digital. Observa-se a potencial colisão da Estratégia com as formulações de políticas orientadas pela abordagem multidimensional das práticas digitalmente inclusivas em escala global.
