After elected: the challenges of female federal deputies for the exercise of their mandate

Resumo: PROBLEMATIC: The problematic of this article covers the analysis of the difficulties that female federal deputies face after being elected to office. After being elected, are they treated equally by the parties and the House in relation to the deputies? What specific difficulties do they face in exercising their mandate? OBJECTIVE: The present study aims to assess what are the main obstacles that female members of Congress face during their term of office, based on their own perceptions. METHODS: The methodological strategies consist of three stages. Firstly, for exploratory purposes, an online focus group was conducted with advisors to female congresswomen in order to capture the perceptions of those who deal directly with them on a daily basis and are familiar with the problems they face. Secondly, based on the preliminary results of the focus group, a survey with closed and open questions was carried out with four paired groups: (a) advisors of the offices of the parliamentarians in Brasília; (b) advisors of their offices in the states; (c) advisors of the party leaderships; (d) advisors of the standing committees of the House, totaling 506 respondents. The last stage of the research consisted of face-to-face interviews with the women deputies themselves, with the objective of hearing directly from them how they face the problems resulting from the condition of being a woman. RESULT: The results show that the obstacles are not restricted to the pre-electoral period, but permeate the entire mandate of the women already elected, thus hindering the advancement and consolidation of female political representation in Brazil in the Legislative Branch.Legislative Branch. CONCLUSIONS: The conclusions show that the election of female representatives is not enough, but mainly the existence of institutional conditions so that women can fully exercise their role as political subjects.fully exercise their role as political subjects, that is, that the representatives can effectively exercise their mandate in harmony with the causes they defend, on behalf of the social groups they represent.

OBJETIVO: Este estudio pretende evaluar cuáles son los principales obstáculos a los que se enfrentan las diputadas federales durante el ejercicio de su mandato, a partir de sus propias percepciones. MÉTODOS: Las estrategias metodológicas constan de tres etapas. En primer lugar, con fines exploratorios, se llevó a cabo un grupo de discusión en línea con asesores de diputadas para captar las percepciones de quienes tratan directamente con ellas a diario y están familiarizados con los problemas a los que se enfrentan. En segundo lugar, a partir de los resultados preliminares del grupo de discusión, se realizó una encuesta con preguntas cerradas y abiertas con cuatro grupos emparejados: (a) asesores en las oficinas de los parlamentarios en Brasilia; (b) asesores en sus oficinas en los estados; (c) asesores de las direcciones de los partidos; (d) asesores de las comisiones permanentes de la Cámara, que suman 506 encuestados. La última etapa de la investigación consistió en entrevistas cara a cara con las propias diputadas, con el objetivo de escuchar directamente de ellas cómo afrontan y enfrentan los problemas derivados de la condición de mujer. RESULTADO: Los resultados muestran que los obstáculos no se limitan al periodo preelectoral, sino que impregnan todo el mandato de las mujeres ya elegidas, lo que dificulta el avance y la consolidación de la representación política femenina en Brasil dentro delPoder Legislativo. CONCLUSIONES: Las conclusiones muestran que no es suficiente la elección de representantes femeninas, sino sobre todo la existencia de condiciones institucionales para que las mujeres puedan ejercer plenamente su papel de sujeto político, es decir, que los representantes puedan ejercer efectivamente su mandato en sintonía con las causas que defienden, en nombre de los grupos sociales que representan.PROBLEMÁTICA: A problemática do presente artigo abrange a análise das dificuldades que as deputadas federais enfrentam depois de eleitas para o exercício do mandato. OBJETIVO: O presente estudo objetiva avaliar quais são os principais obstáculos que as deputadas federais enfrentam durante o exercício do mandato, com base nas percepções delas próprias. MÉTODO: As estratégias metodológicas consistem em três etapas. Primeiramente, com finalidade exploratória, foi realizado um grupo focal online com assessores/as de deputadas, a fim de captar as percepções de quem lida diretamente com as parlamentares no cotidiano e conhece os problemas enfrentados por elas. Em segundo lugar, com base nos resultados preliminares do grupo de discussão, foi realizado um survey com perguntas fechadas e abertas com quatro grupos pareados: (a) assessores/as dos gabinetes das parlamentares em Brasília; (b) assessores/as dos escritórios delas nos estados; (c) assessores/as das lideranças partidárias; (d) assessores/as das comissões permanentes da Câmara, totalizando 506 respondentes. A última etapa da pesquisa consistiu em entrevistas presenciais com as próprias deputadas, com o objetivo de ouvir diretamente delas como encaram e enfrentam os problemas decorrentes da condição de serem mulheres. RESULTADO: Os resultados mostram que os obstáculos não se restringem ao período pré-eleitoral, mas perpassam todo o mandato das mulheres já eleitas, dificultando, assim, o avanço e a consolidação da representação política feminina no Brasil no âmbito do PoderLegislativo.
