LA POLITICA NEOLIBERAL SOBRE LA EDUCACION EN COLOMBIA: MÁS ALLÁ DE MANIOBRAS MILITARES, UNOS ACUERDOS BIPARTIDISTAS | The neoliberal policy on education in Colombia: beyond military maneuvers, bipartisan agreements

This article aims, first, to show that the application of neoliberalism in Education in Colombia is part of a complex, systematic and effective program that has used the condition of democracy, bipartisan agreements and the formulation of a Political Constitution in 1991 for its application. For this purpose, the role of dictatorships in three countries of South America are taken as reference. Second, to expose some of the constitutional, legal and legal elements that have favored the application of neoliberal measures in response to the demands of international organizations and macroeconomic corporations that aim to reduce social welfare states, eliminate labor rights and exploit the education worker. For which three (3) Education plans are analyzed and one (1) a Development Plan. In the final part are taken from what was exposed by Emilio Tenti Fanfani in one of the national forums of education held in Bogota in October 2013 and broadcast through teleconferences throughout the country with the publicity "need to modernize the Secondary education in Colombia ".___ Este artigo visa, primeiramente, mostrar que a aplicação do neoliberalismo em Educação na Colômbia é parte de um programa complexo, sistemático e efetivo que há usado a condição de democracia, os combinados bipartidários e, a formulação de uma Constituição Política em 1991 para sua aplicação; para isso tomam-se como referência o papel de três países de Sul América. Segundo, expor alguns dos elementos constitucionais, jurídicos e legais que tem favorecido a aplicação de medidas neoliberais como resposta a exigências de organismos internacionais e corporações macroeconómicas orientadas a diminuir estados de bem-estar social, eliminar direitos laborais e explorar ao trabalhador da educação; para o qual analisam-se três (3) planos de educação e um (1) plano de desenvolvimento. No final se tomam fragmentos do exposto pelo Emilio Tenti Fanfani num dos foros nacionais de educação feito em Bogotá em outubro do ano 2013 e difundido por teleconferências a todo o pais publicitado “necessidade de modernizar a educação média na Colômbia”
