Resumo: This article presents a historical, social and political approach to the situation in Latin America and its process of democratic construction. In this sense, it focuses special attention on the link between hegemonic power and constitutionalism in the cases of Colombia and Paraguay. To do this, it carries out a comparative analysis between both countries, which permeates bipartisanship and authoritarianism. The objective is to determine the proposals that both constitutional processes bring within the context of democracy and their relationship with the hegemonic powers.
