The conflict between Ecuador and Peru: rethinking the concept of old wars from the global south

Resumo: This article focuses on the 1995 conflict between Ecuador and Peru. The objective is to show that this conflict, despite having occurred in a specific temporal context of the emergence of internal conflicts or new wars, contains a deep set of characteristics that favour the classical analysis of conflicts. As a theoretical reference, we use the understanding of war through the thought of Clausewitz, for whom war constitutes an act of force that aims to oblige the enemy to do our will. To this classical conception we add Mary Kaldor's distinction between "new" and "old wars", as well as Herfried Munkler's vision. The methodology uses a qualitative approach based on the analysis of primary and secondary sources. The conclusion is that the military confrontation between Ecuador and Peru possesses characteristics typical of classic Clausewitzian conflicts and that the concept of old wars is not an anachronism when considering post-Cold War war processes from the Global South.

El objetivo es mostrar que esa contienda, a pesar de haber ocurrido en un contexto temporal proprio del surgimiento de conflictos internos o nuevas guerras, posee una profunda carga de características que alimentan análisis clásicos sobre los conflictos. Como referencial teórico se utiliza el entendimiento de guerra mediante el pensamiento de Clausewitz quien argumenta que la guerra constituye un acto de fuerza que tiene como finalidad obligar al enemigo a hacer nuestra voluntad. A esa concepción clásica se incrementa la distinción realizada por Mary Kaldor, entre “nuevas” y “viejas guerras”, paralelamente con el análisis de Herfried Munkler. Como base metodológica se emplea un abordaje cualitativo basado en el análisis de fuentes primarias y secundarias. Se concluye que el confronto militar entre Ecuador y Perú posee características propias de los conflictos clásicos clausewitzianos y que el concepto de viejas guerras no representa un anacronismo al pensar en la existencia de procesos bélicos, en el periodo pos Guerra Fría, a partir del Sur Global.O presente artigo tem como foco de estudo o conflito entre Equador e Peru de 1995. O objetivo é mostrar que essa contenda, apesar de ter ocorrido num contexto temporal próprio de surgimento de conflitos internos ou novas guerras, contém uma profunda carga de características que favorecem as análises clássicas sobre os conflitos. Como referencial teórico, utiliza-se o entendimento de guerra através do pensamento do Clausewitz, para o qual a guerra constitui um ato de força que tem como finalidade obrigar o inimigo a fazer a nossa vontade. A essa concepção clássica se incrementa a distinção feita por Mary Kaldor entre “novas” e “velhas guerras” e também a visão de Herfried Munkler. Na metodologia, emprega-se uma abordagem qualitativa baseada na análise de fontes primárias e secundárias.
