The struggle for Democracy: the development of French and German political models and their reflexes in the European Union and the world

Resumo: | The political reality frequently faces itself with the ideals which the Western tradition established for itself as the target of its efforts in the quest for political development. The different historical and cultural paths of the different Rechtsstaat show the plurality of forms through which we can answer to this call. In that sense, the present work aimed at understanding the political models of the two most influential European Union’s States, France and Germany, in order to, by emphasizing their idiosyncrasies and the traumas that mark their histories, elucidate the political advancements, as well as the particular questions with which each of them struggles. We build our grounds on the basis of Chantal Mouffe’s political philosophy, which seeks to demonstrate the political and strategical error of a political-institutional model based of the seek of consensus (or based in the orthodoxy of a single thought), while also firmly defending the necessity of dissensus and the elevation of all antagonisms (we/them or friends/enemies) to the agonistic level of productive adversarial dispute, which does not exclude the other or tries to absorb it, allowing that the political tensions fructify in new and diverse directions and paths, which shall dispute for the temporary political hegemony. In this way, we seek to emphasize the continuity and vitality of that which is possibly the longest Western struggle, the struggle for the dream of effectuating our Democracy |

Los diferentes caminos históricos y culturales del Estado de Derecho demuestran la pluralidad de formas en que podemos responder a este llamado. En este sentido, el presente trabajo buscó enfocarse específicamente en los modelos políticos de los dos Estados más influyentes de la Unión Europea, a saber, Francia y Alemania, para, destacando sus idiosincrasias y los traumas que marcan sus historias, dilucidar los avances políticos, así como las problemáticas particulares a las que se enfrenta cada uno de ellos. Nos basamos en la filosofía política de Chantal Mouffe, que busca demostrar el error político y estratégico de un modelo político-institucional basado en la búsqueda del consenso (o basado en la ortodoxia de una idea única), mientras defiende firmemente la necesidad de el disenso y la elevación de los antagonismos (nosotros/ellos o amigo/enemigo) al plano agonístico de la disputa adversarial productiva, que ni excluye al otro ni trata de absorberlo, permitiendo que las tensiones políticas fructifiquen en nuevas y diversas direcciones y caminos que disputan la hegemonía política temporaria. De esta forma, buscamos resaltar la continuidad y vitalidad de la que es quizás la lucha occidental más larga, la lucha por el sueño de realizar nuestra Democracia.A realidade política frequentemente se digladia com os ideais que a tradição ocidental estabeleceu para si mesma como alvo dos seus esforços na busca pelo desenvolvimento político. Os diferentes caminhos históricos e culturais dos Estados de Direito demonstram a pluralidade de formas com que podemos responder a este chamado. Nesse sentido, o presente trabalho buscou se debruçar especificamente sobre os modelos políticos dos dois Estados mais influentes da União Europeia, a saber, França e Alemanha, para, evidenciando suas idiossincrasias e os traumas que marcam suas histórias, elucidar os avanços políticos, bem como as questões particulares com as quais cada um deles se defronta. Alicerçamo-nos na filosofia política de Chantal Mouffe, que busca demonstrar o erro político e estratégico de um modelo político-institucional baseado na busca pelo consenso (ou baseado na ortodoxia de uma ideia única), ao mesmo tempo em que defende firmemente a necessidade do dissenso e a elevação dos antagonismos (nós/eles ou amigo/inimigo) ao plano agonístico da disputa adversarial produtiva, que não exclui o outro nem tenta absorvê-lo, permitindo que as tensões políticas frutifiquem em sentidos e caminhos novos e diversos que disputam a hegemonia política temporária.
