The digital democracy as a tool for monitoring political representation

Resumo: Technology has provided a re-reading of the exercise of political participation in a democratic state. With technological advances, citizenship and democracy can no longer be interpreted in a conceptually closed manner, limited to the classical understanding of the matter. In this scenario of dynamic and virtual social interactions, the concept of citizen, previously limited to the idea of a rights holder linked to nationality, has become insufficient, just as the perspective of democratic practice only linked to the existence of a government for the people and by the people does not provide an understanding that is fully adequate and adapted to the new times of civic interference in the directions of the State. Therefore, today, it is considered that citizenship and digital democracy are expressions whose observation is necessary to maintain the actuality of the means of political action, in which the citizen is able to play a more active role in society, approaching the political institutions, the public administrators, and the elected representatives, in order to obtain information and claim accountability for the control of political representation. In this sense, based on literature review, this article presented the conception of democracy through the reproduction of the traditional classification of political regime exercisable directly or indirectly. Moreover, the concepts of citizenship and digital democracy were analyzed as a product of the advance of information and communication technology, from which political participation in networks of interpersonal and virtual interaction was conceived as a technique of control and monitoring of public affairs and the performance of elected representatives.

Con los avances tecnológicos, la ciudadanía y la democracia ya no pueden interpretarse de forma conceptualmente cerrada y limitada a la comprensión clásica de la materia. En este escenario de interacciones sociales dinámicas y virtuales, el concepto de ciudadano, antes circunscrito a la idea de titular de derechos ligados a la nacionalidad, se ha vuelto insuficiente, del mismo modo que la perspectiva de la práctica democrática únicamente ligada a la existencia de un gobierno para el pueblo y por el pueblo no proporciona una comprensión plenamente adecuada y adaptada a los nuevos tiempos de injerencia ciudadana en las direcciones del Estado. Por lo tanto, hoy en día, se considera que la ciudadanía y la democracia digital son expresiones cuya observación es necesaria para mantener la vigencia de los medios de acción política, en los que el ciudadano es capaz de desempeñar un papel más activo en la sociedad, acercándose a las instituciones políticas, a los gestores públicos y a los representantes electos, con el fin de obtener información y exigir responsabilidades por el control de la representación política. En este sentido, con base en la revisión bibliográfica, este artículo presentó la concepción de democracia a través de la reproducción de la clasificación tradicional de régimen político ejercitable directa o indirectamente; además, analizó los conceptos de ciudadanía y democracia digital como producto del avance de la tecnología de la información y comunicación, a partir de lo cual se concibió la participación política en redes de interacción interpersonal y virtual como técnica de control y seguimiento de los asuntos públicos y del desempeño de los representantes electos.A tecnologia proporcionou uma releitura do exercício da participação política em um Estado democrático. Com o avanço tecnológico, cidadania e democracia não podem mais ser interpretadas de maneira conceitualmente fechada e limitada ao entendimento clássico da matéria. Neste cenário de interações sociais dinâmicas e virtuais, a concepção de cidadão, antes circunscrita à ideia de um titular de direitos vinculado à nacionalidade, tornou-se insuficiente, assim como a perspectiva da prática democrática somente atrelada à existência de um governo para o povo e pelo povo também não fornece uma compreensão integralmente adequada e adaptada aos novos tempos de interferência cívica nos rumos do Estado. Por isso, hoje, considera-se que a cidadania e a democracia digital são expressões cuja observação se faz necessária para se manter a atualidade dos meios de ação política, nos quais o cidadão tem condição de desempenhar um papel mais ativo na sociedade, aproximando-se das instituições políticas, dos gestores públicos e dos representantes eleitos, com o intuito de obter informações e reivindicar prestações de contas referentes ao controle da representatividade política.
