Municipal and household deprivations in Minas Gerais: an analysis of regional inequality in the years 2000

Resumo: Abstract This article aims to measure the development of the state of Minas Gerais under the capabilities approach. To this end, an Absence of Deprivation Index was elaborated and calculated from two perspectives for the state's mesoregions and municipalities: municipal and budgetary effort, and household. The results of both indexes indicated a strong antagonism, with greater vulnerability in the north and greater development in the south of the state, which is intensified when deprivations are observed from the rates of household well-being. Moreover, it was possible to observe greater intraregional inequality from the municipal perspective and greater inter-regional inequality from the household perspective. Para tal, foi elaborado e calculado um Índice de Ausência de Privação sob duas óticas para as mesorregiões e municípios do estado: municipal e de esforço orçamentário; e domiciliar. Os resultados de ambos os índices indicaram um forte antagonismo, com maior vulnerabilidade do norte e maior desenvolvimento do sul do estado, o qual é intensificado quando as privações são observadas a partir dos índices de bem-estar domiciliares. Ademais, foi possível observar maior desigualdade intrarregional na perspectiva municipal e maior desigualdade inter-regional na perspectiva domiciliar.
