Topologias de redes para estratégia relacional: um estudo no setor de calçados e bolsas

Resumo: Applying social network concepts to business environment, Granovetter (2005) argues that economic outcomes can be affected by standard practices established around social networks. Therefore, enhanced knowledge about economic stability and factors that lead to competitiveness in business clusters could be better understood through the development of social network research. In addition to that, business clusters represent flourishing objects for relationship studies and, therefore, their understanding is essential in filling theoretical gaps about inter-organizational network dynamics (BELL; DEN OUDEN; ZIGGERS, 2006) and structures (PROVAN; FISH; SYDOW, 2007). Thus, an empirical study was developed about footwear industry, located in the metropolitan area of Belo Horizonte. The research aimed to analyze the role of relational and environmental factors shaping the network topology. It canbe classified as a descriptive and explanatory study over the objectives and as a case study, coupled with experimental approach, over the scientific procedures. Data was collected by 22 questionnaires and 26 interviews conducted with businessmen and specialists in the footwearindustry. Analyses were primarily made by the software Ucinet (BORGATTI; EVERETT; FREEMAN, 2002). The results showed that relationship in the business cluster is characterized by absent or weak ties, because of low social interaction, lack of governance, and high competition between the companies. Contacts and friendship relations are more important to the density and number of ties, while cooperation and competition relations are stronger parameters to explain the learning network. The study showed that environmental factors can affect entirely the structure of the system, providing increased density and newrelationships in the inter-organizational network. In this regard, it is noticeable that the prestige overrides friendship and the contact`s historical ties. Prestige also determines how desirable a company will be for cooperative relations under situations of opportunity or threat. Based on that, it is inferred a tendency of rich-get-richer processes. Further, the study suggests that the core structure in the network is not only responsible for the flow of information arriving to more peripheral nodes, but also it is responsible for the stability or instability in the cooperative environment.

Nessa perspectiva, estudos com a abordagem de redes sobre relacionamentos em arranjos produtivos locais (APLs) contribuem para a compreensão da estabilidade econômica e de fatores que influenciam a competitividade em polos produtivos. Além disso, os APLs constituem-se em objeto frutífero para o estudo de relacionamentos e, portanto, sua compreensão é relevante para o preenchimento de lacunas teóricas sobre a dinâmica (BELL; DEN OUDEN; ZIGGERS, 2006) e estruturas (PROVAN; FISH; SYDOW, 2007) de redesinterorganizacionais. Com base nisso, foi desenvolvido um estudo empírico no APL de Calçados e Bolsas da Região Metropolitana de Belo Horizonte (RMBH), com o objetivo de analisar a influência de fatores relacionais e ambientais no estabelecimento da topologia da rede de relacionamentos. Esta pesquisa classifica-se como descritiva e explicativa quanto aos objetivos e como estudo de caso, com introdução de abordagem experimental, quanto aos procedimentos. Os dados foram coletados por meio de 26 entrevistas e 22 questionários aplicados aos proprietários das empresas e a especialistas ligados ao setor. A análise foi auxiliada principalmente pelo software Ucinet (BORGATTI; EVERETT; FREEMAN, 2002). Os resultados apontaram que o relacionamento no APL estudado é, em geral, caracterizado por laços ausentes ou fracos, por causa da baixa interação social, da falta de governança no APL e da alta rivalidade entre as empresas. As relações de contato e de amizade são mais importantes para a densidade e para o número de enlaces, enquanto as relações de cooperação e de competição são mais relevantes para o aprendizado na rede interorganizacional. Os fatores ambientais afetam a estrutura de todo o sistema, propiciando o aumento da densidade da rede e o estabelecimento de novas relações. Nesse sentido, destaca-se que o prestígio sobrepõe-se à amizade e ao histórico de contatos e determina o quanto uma empresa será desejada para relacionamentos de cooperação em situações de oportunidade ou ameaças, caracterizando processos rich-get-richer.
