Resumo: | China is the country that invests more in renewable energy and only in 2017 invested 126.6 billion dollars in the sector. The country’s rapid development in renewable energy technologies is especially noteworthy due to the fact that the use of fossil fuels has been one of the pillars of Chinese economic growth as well as being the largest coal-consuming country and the largest emitter of greenhouse gases. From this inquiry, this dissertation investigated how China included the development of renewable energy in its policy agenda. The research objectives are to present and discuss the factors raised by the literature that may explain China's move towards the current renewable energy policy and to demonstrate whether or not there has been a major shift in China's energy policy towards the development of renewable energy. A case study was conducted based on literature review of academic texts and news on the development of renewable energy in China and the content of the 9th to the 13th Five-Year plans and other normative acts were presented. A descriptive analysis of renewable energy investment data from 2004 to 2017 and data on renewable energy installed capacity from 2000 to 2017 in China was also carried out. It was found that the rapid development of renewable energies in China was subsidized through general and specific public policies formulated to encourage its development and to give competitiveness to the sector in relation to energies generated by conventional sources. It were identified concerns about the need to expand the offer of electricity to the population, the long-term guarantee of energy supply, the reduction of pollution and environmental degradation caused by the use of fossil fuels, and the development of a competitive industry and an international market for renewable energy technologies. The Five-Year Plans present general policies and specific targets and the Renewable Energy Law (2006) presents the main specific policies that have enabled the development of the sector. These documents demonstrate that legislation has evolved towards encouraging the development of renewable energies. The analysis of investment data and installed capacity for renewable energy generation also support the objectives contained in the Five-Year Plans and the factors presented in the literature. |

O rápido desenvolvimento do país em tecnologias de energias renováveis chama atenção sobretudo pelo fato de a utilização de combustíveis fósseis ter sido um dos pilares do crescimento econômico chinês, bem como de ser o maior país consumidor de carvão mineral e o maior emissor de gases do efeito estufa. A partir dessa indagação, esta dissertação investigou como a China incluiu em sua agenda política o desenvolvimento de energia renovável. Os objetivos da pesquisa são apresentar e discutir os fatores levantados pela literatura que podem explicar a guinada da China em direção à atual política de energia renovável e demonstrar se houve ou não grande mudança na política de energia da China a favor do desenvolvimento de energia renovável. Foi feito um estudo de caso com base em revisão da literatura de textos acadêmicos e notícias sobre o desenvolvimento de energia renovável na China e foi apresentado o conteúdo do 9º ao 13º planos quinquenais e outros atos normativos. Também foi feita análise descritiva de dados do investimento em energia renovável do período de 2004 a 2017 e de dados de capacidade instalada de geração de energia renovável do período de 2000 a 2017 na China. Constatou-se que o rápido desenvolvimento de energias renováveis na China foi subsidiado por meio de políticas públicas gerais e específicas formuladas para incentivar seu desenvolvimento e para dar competitividade ao setor em relação a energias geradas por fontes convencionais. Foram identificados interesses ligados à necessidade de expansão do fornecimento de eletricidade para a população, à garantia de oferta de energia no longo prazo, a redução da poluição e degradação ambiental geradas pela utilização de combustíveis fósseis, e ao desenvolvimento de uma indústria competitiva e de um mercado internacional para tecnologias de energia renovável. Os planos quinquenais apresentam políticas gerais e metas específicas e a Lei de Energias Renováveis de 2006 apresenta as principais políticas específicas que possibilitaram o desenvolvimento do setor. Esses documentos demonstram que houve evolução na legislação em direção ao incentivo do desenvolvimento de energias renováveis.
