O objetivo geral desta pesquisa foi analisar a implementação do projeto Esporte e Cidadania no estado do Rio de Janeiro, considerando o arranjo de implementação de uma execução descentralizada de política de esporte e lazer, em parceria do Ministério do Esporte com universidades públicas federais. Para analisar esta temática, o estudo se baseou no campo de políticas públicas, principalmente na fase de implementação, somado ao debate institucional das relações de coordenação entre os entes federados no contexto de descentralização. O estudo se pautou na metodologia qualitativa de estudo de caso, e a coleta de dados se deu por meio de análise documental e entrevistas semiestruturadas com os atores responsáveis pela coordenação nacional e implementação do projeto. Resultados. Em relação ao alcance do projeto, o arranjo de implementação do ministério do esporte com as universidades, financiado com recursos federais de caráter emergencial, viabilizou, em tempo célere, a operacionalidade da proposta, em 44 cidades do estado do Rio de Janeiro, implantando 156 núcleos de esporte e lazer em dois anos de duração do projeto. Considerações finais. As parcerias do governo federal com as universidades podem efetivamente contribuir com o seu aparato técnico e científico para a execução das ações de esporte e lazer. Todavia, a baixa institucionalidade da área cria uma seara fértil para a execução de projetos que buscam nas “ações inaugurais” deixar a marca do gestor, sem o compromisso com a consolidação da política, e por conseguinte, com a população que atua como um receptáculo desacreditado de propostas temporárias de esporte e lazer.The Sport and Citizenship project implemented participatory sport centers in areas of social vulnerability in the state of Rio de Janeiro, serving children and young people from 6 to 21 years old. The general objective of this research is to analyze the implementation of the Sport and Citizenship project in the state of Rio de Janeiro, considering the implementation arrangement of a decentralized execution of sport and leisure policy, in partnership between the Ministry of Sport and federal public universities. To analyze this theme, the study was based on the field of public policies, mainly in the implementation phase, added to the institutional debate on coordination relations between federated entities in the context of decentralization. The study was based on the qualitative case study methodology, and data collection took place through document analysis and semi-structured notes with those responsible for the national coordination and implementation of the project. Results Regarding the scope of the project, the implementation arrangement of the sports ministry with universities, financial with federal emergency resources, made the proposal operational in 44 cities in the state of Rio de Janeiro, implementing 156 sport and leisure centers in should years of project duration. Final considerations. The federal government's partnerships with universities can contribute with their scientific apparatus to the execution of sports and leisure actions.
