Resumo: The Sports Incentive Law (SIL) was created as an alternative to finance sports and leisure policies. The article investigated the objectives of the SIL from the point of view of its formulators (political agents). We analyzed the bills and their justifications, in addition to the report of the parliamentary committees and the transcript of the debate in the Congress, trying to understand the intentions existing in its approval. Five keywords emerged from the analysis, which were converted into their potential objectives: 1) promoting sport and leisure for the potential social benefit; 2) minimize the sector's financial scarcity; 3) expand the financial contribution of the private sector; 4) greater speed between the formulation and implementation of policies; 5) increase the number of professional athletes in the country. Based on the definition of LIE objectives, it is possible to verify its impact on society more precisely.

El artículo indaga sobre los objetivos de la LID del punto de vista de sus formuladores (agentes políticos). Analizamos los proyectos de ley y sus justificaciones, además del informe de las comisiones parlamentarias y la transcripción del debate en el Congreso, tratando de comprender las intenciones existentes en su aprobación. Del análisis surgieron cinco palabras clave, que se convirtieron en sus objetivos potenciales: 1) promover el deporte y el ocio para el potencial beneficio social; 2) minimizar la escasez financiera del sector; 3) ampliar la contribución financiera del sector privado; 4) mayor rapidez entre formulación y implementación de políticas; 5) incrementar el número de deportistas profesionales. A partir de la definición de los objetivos de LIE, es posible verificar con mayor precisión su impacto en la sociedad.A Lei de Incentivo ao Esporte foi criada como alternativa no financiamento das políticas de esporte e lazer. O artigo buscou investigar os objetivos da LIE pelo ponto de vista dos seus formuladores (agentes políticos). Analisamos os projetos de lei e suas justificativas, além do relatório das comissões parlamentares e a transcrição do debate no Congresso Nacional, tentando compreender as intencionalidades existentes na sua aprovação. Da análise emergiram cinco palavras-chaves, que foram convertidas nos seus potenciais objetivos: 1) promover o esporte e o lazer pelo potencial benefício social; 2) minimizar a escassez financeira do setor; 3) ampliar a contribuição financeira do setor privado; 4) dar maior celeridade entre a fase de formulação e implementação das políticas; 5) aumentar a quantidade de atletas profissionais no país.
