ARE WE MOVING TOWARDS THE UNIVERSALIZATION OF PHYSICAL ACTIVITY IN PRIMARY HEALTH CARE? SUS AND THE RIGHT OF THE BRAZILIAN POPULATION TO A MORE PHYSICALLY ACTIVE LIFE

Resumo: Programs and strategies to promote physical activity were created in the Unified Health System (SUS), including the Federal Financial Incentive for actions in Primary Care (IAF). Considering that in 2023 there was a significant expansion of the IAF, the aim of this essay was to reflect on the potential universalization of physical activity in the SUS. With more than 25,000 health units qualified, representing 52% of all those eligible for the IAF in Brazil, the possibility of universalizing physical activity in the SUS is evident. However, in the first year there was a low level of implementation of the IAF, so there are challenges to be overcome in order to progressively increase the number of health units that meet the normative requirements for receiving funds and thus increase the contributions of the SUS to the ensure the Brazilian population's right to a more physically active lifestyle.

Considerando que en 2023 hubo una importante ampliación del IAF, el objetivo fue traer reflexiones sobre la potencial universalización de la actividad física en el SUS. Con más de 25.000 unidades de salud calificadas, que representan el 52% del total, se prevé la mencionada posibilidad de universalizar la actividad física en el SUS. Sin embargo, en el primer año de vigencia hubo un bajo nivel de implementación del IAF, por lo que existen desafíos por superar en busca del aumento progresivo de las unidades de salud, cumpliendo con las condiciones normativas para recibir recursos y así ampliar los aportes de el SUS para la implementación del derecho de la población brasileña a una vida más activa físicamente.No Sistema Único de Saúde (SUS) houve a criação de programas e estratégias de promoção da atividade física, dentre eles o Incentivo Financeiro Federal de custeio destinado a ações na Atenção Primária (IAF). Considerando que em 2023 houve uma importante ampliação do IAF, o objetivo do presente ensaio foi trazer reflexões sobre a potencial universalização da atividade física no SUS. Com mais de 25.000 unidades de saúde habilitadas, representando 52% do total das elegíveis ao IAF no Brasil, vislumbra-se a referida possibilidade de universalização da atividade física no SUS.
