Equidade Verde: Distribuição e Acesso às Áreas Verdes Urbanas

Resumo: The concept of green equity is defined as the principle that seeks to guarantee human rights and reduce socio-spatial inequalities, considering environmental justice criteria and social markers such as gender, class and ethnicity. Green equity aims to ensure access to urban green areas and the benefits they provide, such as adaptation to climate change and ecosystem services. This research addresses the issue of green equity in the context of sustainable urban development and highlights the importance of public policies aimed at ensuring universal access to safe and inclusive public green spaces, as set out by the UN Sustainable Development Goals. Academic research has demonstrated the existence of distortions in access to green spaces, showing that low-income groups and ethnic minorities face greater difficulty in this regard. Studies carried out in several cities around the world, such as Los Angeles, Sheffield, Santiago and Curitiba, show inequalities in the distribution of parks and green areas. This study/dissertation focuses on the Brazilian city of Campo Grande, MS, and selects an urban district to analyze the distribution of urban parks in relation to the socioeconomic conditions of the population. As evaluation criteria were defined the proximity of residences to green areas in accordance with international recommendations and the contribution of the access road network through spatial syntax analysis. The results reveal inequalities in green equity in the Prosa urban district, where parks are concentrated in richer neighborhoods, while neighborhoods with a less privileged socioeconomic profile face limited access. The study highlights the need to intensify research in developing countries, such as Brazil, in order to understand the specific realities of the urbanization process and address the demands of marginalized urban populations. It emphasizes the importance of public policies that promote green equity, ensuring that vulnerable groups have equal opportunities to enjoy a healthy environment. The research contributes to the understanding of green equity in Campo Grande, MS, and highlights the importance of projects and public policies to promote this equity, as well as the need to evaluate other regions of the city as a whole. The results also suggest the possibility of applying the methodology to other cities.

A equidade verde visa assegurar o acesso às áreas verdes urbanas e aos benefícios proporcionados por elas, como adaptação às mudanças climáticas e serviços ecossistêmicos. Este estudo aborda a questão da equidade verde no contexto do desenvolvimento urbano sustentável e destaca a importância das políticas públicas que visam garantir o acesso universal a espaços verdes públicos seguros e inclusivos, conforme estabelecido pelos Objetivos do Desenvolvimento Sustentável da ONU. Pesquisas acadêmicas têm demonstrado a existência de distorções no acesso aos espaços verdes, evidenciando que grupos de baixa renda e minorias étnicas enfrentam maior dificuldade nesse aspecto. Estudos realizados em várias cidades ao redor do mundo, como Los Angeles, Sheffield, Santiago e Curitiba, mostram desigualdades na distribuição dos parques e áreas verdes. Esta pesquisa concentra-se na cidade brasileira de Campo Grande, MS, e seleciona uma região urbana para analisar a distribuição dos parques urbanos em relação às condições socioeconômicas da população. Foram definidos como critérios de avaliação a proximidade das residências às áreas verdes, de acordo com recomendações internacionais e a contribuição da malha viária de acesso por meio de análise de sintaxe espacial. Os resultados revelam desigualdades na equidade verde na região urbana do Prosa, onde os parques estão concentrados em bairros mais abastados, enquanto bairros com perfil socioeconômico menos privilegiado enfrentam limitações de acesso. O estudo destaca a necessidade de intensificar as pesquisas em países em desenvolvimento, como o Brasil, a fim de compreender as realidades específicas do processo de urbanização e abordar as demandas de populações urbanas marginalizadas. Enfatiza a importância de políticas públicas que promovam a equidade verde, garantindo que grupos vulneráveis tenham oportunidades iguais de desfrutar de um ambiente saudável. A pesquisa contribui para a compreensão da equidade verde em Campo Grande, MS, e destaca a importância de projetos e políticas públicas para promover essa equidade, bem como a necessidade de avaliar outras regiões da cidade em conjunto.
