Strategic planning is of paramount importance for private organizations, as well as for public agencies. So, since this topic arouses the interest of these two spheres, it is essential to apply resource management in a way that meets the wishes of the population. This paper aims to describe the historical context of public management in Brazil. Therefore, it explains, in general, the three periods in which such management is divided, starting with the patrimonialist public administration, passing through the bureaucratic public administration and, finally, presenting the managerial public administration. For the development of this study, a bibliographical research was carried out, showing the advances and setbacks since the arrival of the Portuguese in the country. With this historical survey, it is clear, therefore, that the Brazilian public management model needs several adaptations in various sectors, in addition, it can be said that the most appropriate public management is a mix between bureaucratic and managerial public administration. since, according to the researched publications, both have advantages and disadvantages.
