The Democratic State of Law, social control exercised by the police is preponderant in order to maintain social peace element. In this context, this monograph analyzed the action of the groups Black Blocs in the protests in June of 2013 to balance between police action and the Democratic State of Law in Brazil. For this objective to be achieved, we used the literature from the review of literature relevant to the topic. Legal doctrines, electronic items, electronic reports and national magazines that covered the subject retidamente were employed. This research is organized into four chapters, this way: the first one is intended to discuss the relevant issues in relation to the Democratic State of Law; the second examines the police and the social control exercised by it; after, the third chapter explores the Black Bloc group, both in the world and in Brazil and its historical perspective; Finally, the fourth chapter discusses the social control exercised by the police in the protests that took place in Brazil in June 2013. After the analyzes, it was found that the Democratic State of law, public safety is the duty of the State and it is worth police activities as one of its instruments. Therefore, it is considered legitimate police interventions against instability brought by members of the Black Bloc group in Brazil during protests in June 2013. That's because the right of assembly and protest is constitutionally protected, but the private equity and public and, above all, human dignity must be preserved and it is not possible to allow the installation of violence and chaos in the society.
