This paper is based on the category historical, social and cultural, with an in loco practice that has instigated the researcher to know, to study, to consider, to discuss and to act for more than a decade of work focused on affirmative public policy. Such everyday practice instigated over this object created for black, afro-descendant and poor white young men who are left aside the path of the Brazilian education, which presents itself as elitist. The aim in relation to the affirmative public policy needs to be studied and to show the importance of the very existence and permanence of these affirmative public policies that, as a rule, targets minorities, but which, in Brazil, needs to be thought about and developed for the majority of the Brazilian people, which are victims of the woes left by the Brazilian government for over 500 years of a racist, patriarchal, macho and homophobic history. One which, during its development, put into effect a model of globalized neoliberal capitalism, and an innovative, institutional, structural and systemic racism that prevents revolution in education in favor of most part of citizens with low-leveled, formal, cultural and historical knowledge, which would free them from the cave where they were forgotten and locked. This research has both quantitative and qualitative approaches, showing, via a dialectical method, that it aims to cover history and knowledge gathering and, through the application of a questionnaire bearing six questions that helped ponder over respect for problems related to marginalization and poverty in Brazil, which have a specific color, sex and place, where policies of black youth extermination, drug trafficking, sexual exploitation and precarious work often come to them before such public policies.
