The practice of sports betting, involving predictions on the outcomes of sporting events, has gained significant popularity in Brazil with the advancement of technology and internet accessibility. However, the absence of adequate regulation has become a complex challenge, entailing political, legal, ethical, and economic considerations. This study aimed to analyze the regulation of sports betting in Brazil, considering its multifaceted impacts. The research began by tracing a historical overview of legislation related to gambling and betting in the country, culminating in Law 13.756/18 and Provisional Measure 1.182/23, which legalized and regulated fixed-odds sports betting. Economically, regulation holds the potential to boost the economy by creating jobs, generating tax revenues, and attracting investments. However, challenges exist, including the rise in gambling addiction due to the accessibility of betting and concerns about the commercialization of sports. A relevant conflict pertains to the use of names, logos, and symbols of clubs and athletes by betting operators, raising legal and ethical issues. Regulation provides solutions to this controversy and allocates a portion of the revenue to sports organizations. Furthermore, regulation impacts sports integrity, necessitating effective mechanisms to prevent match-fixing and ensure fair competition. The research employed a deductive methodological approach, relying on qualitative analysis of a wide range of sources, including jurisprudence, legislation, data, and academic literature. While limitations related to the novelty of the topic were encountered, the study significantly contributes to understanding sports betting regulation in Brazil. In conclusion, this study comprehensively addresses the legal aspects and challenges of sports betting regulation in Brazil, providing a meticulous and substantial analysis of the related landscape.
